Reference number : 1645095 Submission sent electronically accepted: Yes, in a single submission document Expected duration of the list of qualified service providers (in months) 12 BRIEF DESCRIPTION The École de technologie supérieure having its head office at 1100 rue Notre-Dame Ouest, Montréal (hereinafter "Owner"), wishes to proceed with the qualification of Suppliers in order to constitute a list of qualified Suppliers to offer audiovisual equipment as well as installation services for Owner's classrooms, conference rooms and computer lab rooms. DURATION OF QUALIFICATION VALIDITY The qualification of Qualified Suppliers will be valid for a period of three (3) years. The qualification period begins on the date of publication of the list of qualified Suppliers on the SÉAO. During the qualification period, the Owner will renew this qualification on an annual basis (2022). If the Owner were to cancel the list of Qualified Suppliers, a notice will be published on the SÉAO. REQUEST FOR INFORMATION CONCERNING THE NOTICE OF QUALIFICATION All inquiries regarding the Notice of Qualification should be directed exclusively in writing, by email, to the attention of: Ms Janique Chevrefils Procurement Officer Superior Technology School submissions@etsmtl.ca Failure by the Bidder to comply with the procedure provided for requesting information may result in the rejection of its Bid. No verbal information is binding on the Owner and may be construed as modifying the Qualification Notice Documents. ELIGIBILITY CONDITIONS The failure of a Bidder to meet any of the eligibility conditions described in this notice of qualification renders him ineligible for the presentation of a Bid. To this end, the Bidder: and its employees must have the necessary qualifications, authorizations, permits, licenses, registrations, certificates, accreditations and certifications; More specifically and without limiting the generality of the foregoing, the Bidder: must be an authorized reseller of the products for which it is bidding; must have at least one certified technician for the installation, calibration and programming when required by the manufacturer of each of the equipment covered by his Bid; must have requisitioned, completed and signed the Qualification Notice Documents on his or her behalf only, as set forth in Section 1.10 must hold the Attestation de Revenu Québec, as described in article 1.14; and its directors must not have performed one or more acts described in the Bidder's Probity Attestation Form (Appendix B). The Bidder must sign a declaration to this effect, as specified in Article 1.15; must have in Quebec or in a territory covered by an applicable intergovernmental agreement, an establishment where he carries out his activities on a permanent basis, clearly identified in his name and accessible during normal office hours; must not be registered in the register of enterprises ineligible for public contracts (RENA) or, if it is registered there, that its period of ineligibility for public contracts has ended, as detailed in article 1.11; must be a legal person governed by private law, a general, limited or joint-venture partnership or a sole proprietorship; must meet any other eligibility requirements set out in the Qualification Notice Documents. CONDITIONS OF COMPLIANCE Any Submission with one of the following non-conformities will be deemed non-compliant and will be automatically rejected: Non-compliance with the date and time limit set for the receipt of Submissions; Form 1 was not used to submit the Bid, as required in Section 1.9; the Form 1 has not been signed by an authorized person, as required in section 1.9; a deletion or correction made to the price submitted and not initialed; a conditional or restrictive Bid; the fact that the submission transmitted electronically was not transmitted through the SÉAO or the fact that it is unintelligible, infected or otherwise unreadable once its integrity has been established by the SÉAO; if the Bidder submits more than one Bid for this Notice of Qualification, all Bids submitted by the Bidder will automatically be rejected. For the purposes of this paragraph, the transmission of the same Submission electronically and in paper form is deemed to be the filing of several Submissions; failure to comply with any other condition of compliance indicated in the Qualification Notice Documents as resulting in the automatic rejection of a Submission. In addition, a Submission transmitted on paper containing one of the following non-conformities will be deemed non-compliant and will be automatically rejected: non-compliance with the place provided for the receipt of Bids; Form 1 was not returned in the Bid envelope; the Submission was not presented in an opaque and sealed envelope, as required in article 1.9. Any omission or error other than those referred to in the preceding paragraphs with respect to a Submission will not necessarily result in the rejection of the Submission. The Owner may allow the Bidder to correct it within a time period that it will determine. The correction made must be to the satisfaction of the Owner and cannot lead to an increase in the price submitted. In the case of a Bid transmitted electronically whose integrity has not been established, the Bidder must remedy this irregularity within 2 working days following the notice of default sent by the Owner. Failure of the Bidder to perform within the time limit will result in the rejection of the Bid. A Submission transmitted electronically within the time limit set to remedy the lack of integrity of a Submission transmitted previously replaces the latter as soon as its integrity is noted by the Owner. This Submission is then deemed to have been sent before the deadline date and time set for the receipt of Submissions. UNSATISFACTORY PERFORMANCE ASSESSMENT The Owner reserves the right to refuse any Bidder who, during the two (2) years preceding the opening date of the Bids, has been the subject of an unsatisfactory performance evaluation by the Owner, has failed to respond to a tender or a contract or has been the subject of a contract termination due to its failure to comply with its conditions. COMPLETE SUBMISSION FOR QUALIFICATION The Owner does not undertake to accept any of the Submissions received, nor to carry out the object of this notice of qualification, nor to carry out only a part of it and may, in its sole discretion, do nothing in connection with this notice of qualification. and this, without any compensation for the Bidders.
