The City is soliciting SOQs from qualified civil engineers/firms to act as the City Engineer for the provision of professional engineering, environmental, surveying, planning and architectural services on an as needed basis. The selected civil engineer/firm may perform work for various departments of the City including, but not limited to, Public Works Services; Capital Projects; Parks, Recreation and Community Affairs; City Attorney; and Community and Economic Development. The scope of services includes, but is not limited to, providing design services, plans review and professional services for projects such as roadways, drainage, structural, civil/site planning, wastewater, stormwater drainage, sewer, development permit review, comprehensive planning, Community Redevelopment Agency (CRA), land use and zoning, zoning overlay districts, environmental, permitting, construction management and general project management. SOQ requirements may be obtained from the City of Cape Canaveral, City Clerk's Office, 100 Polk Avenue, Cape Canaveral, FL 32920 during normal business hours of 8:30 A.M. until 5:00 P.M. Monday through Friday by telephone at (321) 868-1220 x207/206 or via e-mail at cityclerk@cityofcapecanaveral.org. The civil engineer/firm performing these services shall be duly licensed in the State of Florida, have proven experience, have a strong background in providing a positive working relationship with cities having a Council/City Manager type government and have demonstrated experience in performing civil engineering and related professional services for municipalities. Reviewing and ranking of the civil engineer's/firm's SOQs will initially be performed by five members of City Staff subject to the Council's approval. There will not be a need for any presentation by civil engineers/firms unless otherwise directed by the City by written notice to selected firms. The final selection will be presented and subject to the approval of the City Council. The selected firm will be required to negotiate and enter into a written continuing services Agreement in form prepared by the City Attorney and deemed acceptable to the City. No contract is formed with any interested party or the selected firm until such time as the written Agreement is approved by the City Council and duly executed by the City and the selected firm. The City reserves the right to withdraw or modify this SOQ or any portion at any time to protect its best interests. The SOQs shall be clearly marked "Position of City Engineer - RFQ #2022-01". Oral and other interpretations or clarifications will be without legal effect and may not be relied upon by Respondent in submitting their response. Although the City prefers firms with a breath of experience capable of meeting all of the future needs of the City, if any Respondent intends to rely upon a subconsultant to perform any of the services required by this SOQ, the Respondent must identify the name of the proposed subconsultant, the services that the subconsultant is expected to perform and the information required under Section 8 of this SOQ. Respondent's proposals will be judged, in part, based on the qualifications of any identified subconsultants. Subconsultants shall be required to work under the supervision and direction of the selected engineer/firm. The selected engineer/firm shall be responsible and liable for all work performed by any subconsultant. During the SOQ process, the Respondent consents and authorizes the City to contact any and all previous clients, and references, to inquire about past or current performance on any other project that the City deems to be relevant to the services requested under this SOQ. Respondent also expressly acknowledges, represents and warrants that it will comply with the Anti-Lobbying requirement of this SOQ. If the Contract is to be awarded, it will be awarded in accordance with the CCNA. The City reserves the right to modify, at its discretion, the approved written Contract with the selected firm subsequent to award of the Contract. The City reserves to right to waive technicalities or irregularities, to reject any or all SOQs and to accept that SOQ which is in the best interest of the City, in the sole and absolute discretion of the City.
