The City of Bangor Parks and Recreation Department invites interested parties to submit Proposals to develop a Feasibility Study for Sawyer Arena. The Feasibility Study will serve as a template and tool for the City to determine whether to renovate or construct a new Sawyer Arena, the City's seasonal indoor ice arena. The City will issue a response on or before 4:30 PM, Thursday, October 13, 2022. The response will be in the form of an addendum, which will be available on the City's website. Notifications will be sent out at the time of release of all addendum to the appropriate Registered Vendor List. The following items have been identified by the City as a desired Scope of Services 1. Project Schedule: The Consultant shall prepare and maintain a project schedule that includes public input, reviews, and approvals 2. Process: The selected consultant will work with the Parks, Recreation, and Harbor Advisory Committee to develop and implement a process to conduct the feasibility study. A. The Parks, Recreation, and Harbor Advisory Committee, together with the consultant, will present to the City Council a complete and comprehensive report for pursuing and implementing either a renovation plan or replacement plan for Sawyer Arena. To further complete this task, the Advisory Committee will also: i. Review the findings of the Parks and Recreation Facilities Master Plan. ii. Review possible inclusion of an indoor ice facility in the parks and recreation center. iii. Review other indoor ice arenas outside the City of Bangor. iv. Research and review prospective cost scenarios including possible amenities and associated costs; funding strategies for both capital and operating costs, including options for public/private partnerships for both capital and operating costs. v. To involve community participation in this feasibility study. vi. Based on the feasibility study findings, provide a recommendation to the City Council on how the City should proceed for either renovation or replacement of Sawyer B. In addition to the items above, the process may include other components such as: i. Supporting community interests, including the continued provision of existing program offerings. ii. Expense and revenue projections.iii. The economic impact of a parks and recreation center in the City, specific to attracting and retaining businesses and residents. 3. Other Provisions and Requirements: A. Provide detailed cost estimate for site evaluation and construction of renovation of replacement. i. Include potential alternative funding sources, including grants, foundations, gifts, sponsorships, fees, etc. B. Attend up to three (3) necessary planning meetings with City staff, the public, and City Council. C. The City must be granted access to all preliminary documents used to gather data required for the feasibility study. The successful proposer shall keep any and all documents related to the City of Bangor Parks and Recreation Center Feasibility study for three (3) years. Please indicate in or with your proposal whether you have or are working on a policy regarding domestic violence. If you do not have a domestic violence policy, please indicate whether you would like the City of Bangor to provide you a copy of its policy as an example. The method of contractor selection has not been determined at this time.
