Mitigation Projects - Construction (other than Property Acquisition/Structure Demolition, Structure Elevation, and Reconstruction) The City of Friendswood, Texas (the City) is seeking responses from qualified individuals or firms experienced in providing engineering services for Hazard Mitigation Assessment (HMA) pre-award and post-award grant applications. The City of Friendswood will, in its sole discretion, determine the number of contracts awarded, and may decide not to award a contract as a result of this RFQ. The City reserves the right to negotiate with all service providers submitting timely proposals. The selected firm will provide pre-award and post-award engineering services for the National and State (Texas) Building Resilient Infrastructure (BRIC) Grant Program and the Flood Mitigation Assistance (FMA) Grant Program. Both grant programs are part of the Hazard Mitigation Assistance (HMA) Program which provide states, local communities, tribes and territories funding to address high-level future risks to natural disasters such as wildfires, drought, hurricanes, earthquakes, extreme heat, and increased flooding to foster greater community resilience and reduce disaster suffering. The City experienced widespread flooding during Hurricane Harvey and hopes to rebuild with more resilient infrastructure to mitigate against future flooding. The Flood Mitigation Assistance (FMA) Program is a national competitive grant program funded by the Federal Emergency Management Association (FEMA) that provides funding to states, local communities, federally recognized tribes and territories to reduce or eliminate the risk of repetitive flood damage to buildings and structures insured by the National Flood Insurance Program (NFIP). The fiscal year 2022 FMA Program has an $800 million dollar budget with up to $340 million set aside for Localized Flood Risk Reduction Projects. The Texas Water Development Board (TWDB) and the Texas Department of Emergency Management (TDEM) help facilitate the State of Texas FMA Program. A hydrologic and hydraulic study (H&H) is required to assess the impact of the localized flood risk reduction activities benefitting the area. Geospatial data must be provided to demonstrate that the proposed project activities benefit NFIP-insured properties. Additionally, a Benefit Cost Analysis (BCA) methodology is required to show the project has a benefit-cost ratio of 1.0 or higher using a FEMA approved BCA methodology.
