Site work and renovation of a civil project in Marietta, Georgia. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.
Bidders shall inform themselves concerning Georgia Laws and comply with same. The Project includes, but is not limited to, the following major elements: o Removal of electric actuators currently installed on the valves of Filters 1-3, Filters 7-8 effluent rate of flow (ROF) valves (FIL07-MV-8, FIL08-MV-8), and the backwash rate of flow (ROF) valves (BW-MV-1, BW-MV-3) at Quarles Plant 2 for shipment by the Contractor to the valve manufacturer to mount to new valves. The Contractor shall install the EIM electric actuator removed from Filter 4's effluent ROF (FIL04-MV-8) on Filter 8's effluent ROF to help with maintenance of plant operations. Filter 7 will remain offline. A total of thirty-four (34) electric actuators shall be removed, consisting of thirty (32) electric filter valve actuators and two (2) backwash ROF electric actuators. The valve manufacturer shall ship the valve and actuator assemblies from the Manufacturer's facility to the Project site. o Installation of a total of one hundred and twelve (112) valve and actuator assemblies, consisting of one hundred and ten (110) filter valve and actuator assemblies and two (2) backwash ROF valve and actuator assemblies at Quarles Plant 2. This includes the valve and actuator assemblies noted above and shall include removal of the remaining pneumatic actuators, all air piping and appurtenances as indicated in the Drawings and the Contract Documents. o Installation of five (5) actuators on the raw water pumps control valves in the two pump buildings (Raw Water Pump Station No. 1, Raw Water Pump Station No. 2) located at the Quarles Raw Water Pump Station on the Chattahoochee River, including removal and proper disposal of the existing hydraulic oil actuators and accumulators, and all hydraulic oil, oil piping and appurtenances. This work shall also include rotating the existing Pratt ball o valves on Pump No. 4 and Pump No. 5 located in Raw Water Pump Station No. 2. o Replacement of electric actuators currently installed on the sludge valves of Sedimentation Basins 1-7 and 9-10, and the air scour blowoff valve with new Beck actuators. A total of 10 actuators shall be replaced. o Demolition of concrete and installation of grating around the bonnets of the influent valves on Filters 5-8 as indicated in the Contract Drawings and in the Specifications. o Associated electrical and SCADA modifications to integrate new actuators into existing facilities as indicated in the Drawings and the Specifications. The time allowed for Substantial Completion is 400 consecutive calendar days, and the time allowed for final completion and readiness for final payment is 430 consecutive calendar days from the date of commencement. THE WORK will be awarded in one Contract. Only Bids including properly pre-qualified Contractors meeting the contract requirements will be considered for award of the Contract. The Bidder's proposed I&C System Integrator must be MR Systems, Inc. Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties approved by the Owner for faithful acceptance of the contract, payable to, in favor of, and for the protection of the Owner in an amount equivalent to five percent of the total amount payable by the terms of the contract or, in lieu thereof, a certified check, cashier's check, or cash in equal amount. The Bid Bond shall be prepared on the Bid Bond form attached to the Contract Documents or a Surety Company's Standard Bid Bond, duly executed by the Bidder as principal and having as Surety thereon a surety company licensed to do business in the State of Georgia and listed in the latest issue of U.S. Treasury Circular 570. Each Bid must also be accompanied by a notarized Non-Collusion Affidavit of Bidder, Contractor's License Certification, Affidavit Verifying Status for Cobb County-Marietta Water Authority Public Benefit Application, and Security and Immigration Compliance Act Certification. Out-of-state corporations and other entities must submit evidence of authority to conduct business in Georgia as an out-of-state entity. Each Bidder must be a State of Georgia licensed Utility Contractor and General Contractor at the time of the Bid. The Owner will in no way be liable for any costs incurred by any Bidder in the preparation of its Bid in response to this Advertisement for Bid. The successful Bidder will be required to furnish a Performance Bond, Payment Bond, Certification of Contractor's Attorney, and Contractor's Affidavit and Agreement with the executed Agreement meeting the requirements of the Contract Documents and executed on the forms attached to the Agreement. The successful Bidder will also be required to furnish the Pre-Construction Oath pursuant to O.C.G.A.36-91-21 from every person who procures the Agreement. The successful Bidder shall also provide an executed Subcontractor Affidavit for each subcontractor working on the Project, using the form attached to the Agreement; Subcontractor Affidavits shall be submitted to the Cobb County-Marietta Water Authority as each subcontractor is brought under contract during execution of the Project. The terms and time for payment are set forth in the Agreement. Question Deadline 10/18/2022 at 4:00 PM ET All Bids will remain subject to acceptance for sixty (60) days after the day of the Bid opening, but Owner may, in its sole discretion, release any Bid and return the Bid security prior to that date. The Owner reserves the right to reject all Bids, to waive informalities and re-advertise.
