The Santa Monica Subbasin Groundwater Sustainability Plan (GSP) was developed in accordance with the Sustainable Groundwater Management Act (SGMA), adopted by the Santa Monica Basin Groundwater Sustainability Agency (SMBGSA) on January 13, 2022, and submitted to the California Department of Water Resources (DWR) on January 27, 2022. While DWR reviews and evaluates the GSP, the SMBGSA will implement it, including filling data gaps, groundwater modeling support, seeking funding for projects to maintain the sustainable use of groundwater in the Santa Monica Subbasin (Subbasin), continuing stakeholder engagement efforts, and preparing annual reports documenting current groundwater conditions and implementation progress for review by DWR. The purpose of the scope of work is to provide technical, website, and public meeting support to the SMBGSA to support the ongoing proactive sustainable management of groundwater in the Subbasin. Question Submission Deadline:September 30, 2022, 3:00pm Question Response Deadline:October 14, 2022, 5:00pm The general scope of services consists of seven tasks detailed below. These tasks involve data analysis, numerical groundwater modeling, SMBGSA meeting support, SMBGSA website support, and report writing. This scope requires expert knowledge of the requirements of, and any amendments to, SGMA. Additionally, experience preparing GSPs and annual reports and familiarity with the information contained in the Santa Monica Subbasin GSP and the 2022 Annual Report will be required to successfully complete the scope of work below, and assist the SMBGSA with meeting the ongoing regulatory requirements of SGMA. The task descriptions below reference the work to be done by the selected consulting firm or team. The City of Santa Monica and the SMBGSA will require on-going, as needed, hydrogeologic support for implementation of the GSP and sustainable management of the Santa Monica Subbasin. Under this task the selected consultant will assist the SMBGSA with data analysis, review and synthesis of current and historical technical reports, evaluation of groundwater conditions, and assessment of progress toward GSP implementation. The method of contractor selection has not been determined at this time.
