Madison County is requesting proposals from qualified consultants to provide professional services required for the Teton River Flood Control Diversion Structures Project. The project sponsor for this project is Madison County, in coordination with The cities of Rexburg, Idaho and Sugar City, Idaho. In recent years, Madison County has been working closely with FEMA in their Rick MAP Program efforts to remap the floodplain for the Teton River. Preliminary flood plain maps are expected within the next year. In order to identify, and possibly complete, flood mitigation prior to the final map release, Madison County has recently completed a comprehensive flood mitigation project prioritization project under a FEMA (CTP) grant. This study identified various high-priority flood mitigation opportunities within Madison County. One of these high-priority opportunities included the possibility of large diversions of Teton River flood water into multiple large gravel pits in/around the Teton River near Teton, ID. These large gravel pits include the following: Gravel Pit Acres Latitude Longitude Madison County Pit 56 43 53'25.57"N 111 41'24.68"W Walters Gravel Pit 50 43 53'36.77"N 111 42'18.39"W H&K Pit 22 43 52'45.39"N 111 41'29.08"W Zollinger West Pit 20 43 52'45.39"N 111 41'57.04"W Zollinger East Pit 10 43 52'53.72"N 111 41'45.93"W Edstrom Gravel Pit 9 43 53'40.09"N 111 41'19.50"W This proposal is focused on the construction of a single large diversion structure near the property boundary between the Madison County Gravel Pit and the adjacent H&K Gravel pit. The structure would reside entirely on property owned by Madison County. However, the proximity to property owned by H&K may be useful if future agreements between Madison County and H&K can be reached to simultaneously use the H&K pit for periodic flood storage & infiltration. The primary purpose of the project is flood control at discharges exceeding approximately 3,930 cfs. In addition to being used periodically as needed flood risk reduction, the diversion structure could possibly be used, if needed, for small flow (e.g., 50 cfs) year-to-year groundwater recharge for a variety of entities (e.g., municipalities, irrigation districts, canal companies, IWRB etc.) This proposal also includes limited funding for development of a "Spillway/Rip-Rap Design", permitting and site survey. Benefits would be realized for flows ranging from the National Weather Service (NWS) "Action Stage" of 5.5 ft (i.e., approximately 3,930 cfs) up to and exceeding the anticipate 100-year flood event (i.e., 7,980 cfs StreamStats). Project Area Description: This project is located near the boundary between Freemont and Madison County approximately 0.47 miles west-northwest of Teton, ID. This project would be completed on the main channel of the Teton River (see Appendix). The project site is approximately 0.28 miles north of Idaho Highway 33. The nearest residence is located approximately 0.22 miles east of the anticipated project site. The area around the site consists of operational and dormant gravel pit operations to the west and agricultural land to the east. Project Description and Anticipated Scope of Work: The proposed project consists of performing a limited site survey to establish vertical control points for the project site to assist in diversion structure design and placement. Pre-construction activities will include the development of a Spillway/Rip-Rap Design to ensure that diverted waters do not erode the very steep terrain existing just west of the anticipated diversion. This may also include designing open channel conveyance structures from the diversion structure to the adjacent H&K pit, but would not include any physical construction on the H&K property. Prior to any site work commencing, proper permitting shall be completed. Such permitting is anticipated to be approval of an Idaho Joint Application permit. Following approval of permits, construction of the diversion structure and spill-way/rip-rap (only on Madison County property) would commence. A registered PE is anticipated to be on-site, as needed, during the period of field work. Once all construction is completed, stamped As-Builts would be produced by the registered PE. Mid-October 2022, through Spring of 2023 or sooner is possible. Respondents will be evaluated according to the following criteria: o Capability to Perform Project o Qualifications of Project Team o Relevant Project Experience o Project Approach and Schedule o Local Familiarity and Presence The County will select a firm based on the information provided in the proposal, as described above. However, the County may select one or more firms to make brief presentations covering the information listed above prior to finalizing proposal scoring and making a final selection. Award will be made to the most qualified firm whom is deemed most advantageous to Madison County Idaho, all evaluation criteria considered. Madison County reserves the right to negotiate an agreement based on fair and reasonable compensation for the scope of work and services proposed, as well as the right to reject any and all responses deemed unqualified, unsatisfactory or inappropriate.
