The California Interagency Council on Homelessness (Cal ICH) has designed the Homeless Housing, Assistance and Prevention Program Round 3 (HHAP-3) to provide local jurisdictions with funds to support regional coordination and to expand or develop local capacity to address immediate homelessness challenges throughout the state. The program focus is on moving homeless individuals and families into permanent housing and supporting the efforts of those individuals and families to maintain their permanent housing while promoting racial equity and supporting the disproportionate impacts that homelessness has on communities of color. The HHAP program requires proposers to expend funds on evidence-based solutions that address and prevent homelessness among eligible populations while following the Housing First approach.
