365 Tollway Project Toll Collection System Installation, Integration, and Maintenance Local Government Sponsor: Hidalgo County Regional Mobility Authority (HCRMA) Pilar Rodriguez, PE, Executive Director 203 W. Newcombe Ave Pharr, Texas 78577 Telephone / Fax: (956) 402-4762 / (956) 468-2176 The 365 Tollway Project is intended to relieve traffic congestion, facilitate international trade shipments across the U.S./Mexico border, and benefit local travelers; providing a high-speed connection between the Pharr-Reynosa International Bridge; the Anzalduas International Bridge; the McAllen Foreign Trade Zone (MCFTZ); and industrial areas and warehouses in McAllen, Mission, and Pharr. The 365 Tollway Project will also access the Pharr-Reynosa International Bridge through Spur 600 at Cage Boulevard and the Border Safety Inspection Facility (BSIF) Connector at Military Highway, which is non-tolled. Bids received after the previously mentioned date and time will not be considered and will be rejected. The HCRMA reserves the right to accept or reject all or any part of any bid; hold all bids for 180 days from due date of receipt without actions, waive minor technicalities, require statements or evidence of bidder's qualifications, including financial statements, and award to the top ranked, responsive, and responsible bidder. Award of bid shall be subject to a final contract award by the HCRMA Board of Directors. The Hidalgo County Regional Mobility Authority, in accordance with the provisions of Title VI of the Civil Rights Act of 1964, (78 Stat. 252, 42 U.S.0 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The deadline to ask questions is 11/04/2022 11:59 PM CST The 365 Toll Project will be constructed in phases and consists of the following four segments: o Segment 1 - 5.8 miles of future tolled highway extending from US 281/Military Highway to McColl Road, west of Jackson Road; o Segment 2 - 6.4 miles of future tolled highway extending from McColl Road, west of Jackson Road, to FM 396/Anzalduas Highway; o Segment 3 - 0.7 miles of existing non-tolled highway extending from US 281/Military Highway to FM 2557/Stewart Road, and including the BSIF connector (which is also non-tolled), and o Segment 4 - A long-range future segment consisting of 2.7 miles extending from FM 396/Anzalduas Highway to FM 1016/Conway Avenue. A. Construction Phase I (Segment 3) - Construction Phase I consisted of building Segment 3, as well as improvements to a 1.15-mile segment of US 281/Military Highway and the construction of a grade-separated interchange at the intersection of US 281, all of which are non-tolled. It also included the construction of the BSIF Connector, which is non-tolled. Construction Phase I construction started in February 2016 and opened to traffic in October 2017. HCRMA owns and is obligated to maintain the BSIF Connector, and TxDOT owns and is obligated to maintain all remaining portions of Segment 3. Accordingly, Operations and Maintenance (O&M) and Rehabilitation and Reconstruction (R&R) expenses for the portion of Segment 3 that TxDOT is obligated to maintain are excluded from this report. B. Construction Phase II (Segments 1 and 2) - Construction Phase II consists of building Segments 1 and 2 of the 365 Toll Project, which is also referred to herein collectively as the Construction Phase II Project. The Construction Phase II Project includes the construction of 12.2 miles of toll road improvements from FM 396 (Anzalduas Highway) eastward to FM 3072, approximately 0.9- miles west of FM 2557, and then southward to US 281(Military Highway). The toll road improvements generally consist of two tolled roads, including tolling equipment and infrastructure. The Construction Phase II Project is the focus of this report. C. Construction Phase III (Segment 4) - The construction of Segment 4 is planned as a long-range project of HCRMA. The construction of Segment 4 is not planned to be completed during the forecast period. O&M and R&R expenses for Segment 4 are not included in this report, and no assurances can be provided that Segment 4 will eventually be constructed.
