Proposal security in the amount of five percent (5%) of the largest possible total of proposal submitted must accompany each proposal in accordance with the Instruction to Bidders. Performance and payment bonds for one hundred percent (100%) of the contract value will be required upon issuance of contract. Bids received after closing time will be returned unopened. It is the responsibility of the submitter to see that any BID submitted shall have sufficient time to be received by the Purchasing Agent prior to the BID opening date and time. The receiving time in the Purchasing Division Office will be governing time for acceptability of the BIDS. BIDS will not be accepted by telephone or facsimile machine. All BIDS must bear original signatures and figures. The City of San Juan reserves the right to refuse and reject any or all proposals and to waive any or all formalities or technicalities or to accept the proposal to be the best and most advantageous to the City, and hold the proposal for a period of 90 days without taking action.
