The Town of West Hartford is seeking qualified consulting and engineering firms to guide them through strategic site identification, grant development, identification of best-in-class service and equipment providers, EVSE implementation and administration throughout the town. Consultant shall assist in determining how best to implement EVSE town wide by developing a comprehensive plan to leverage town properties and/or rights of way to expand EV charging access town wide. The Town is working to increase the number of EVs, PHEVs and hybrids in its fleet and may consider utilizing these chargers as part of their fleet electrification plan. West Hartford goal is to develop governance and sustainable business models aligned with, or working in collaboration with, third-party electric vehicle and infrastructure supply equipment (EVSE) providers. EVSE locations may include curbside parking, off-street public parking lots and garages, plus off-street parking at Town facilities such as town hall, schools, public parks, community centers and libraries. Example, the town may proposing specific sites for consultants to evaluate; however, consultants may suggest additional sites on Town owned property for consideration. The response to proposal will be to provide, but not limited to, the following services: Site evaluations for the strategic placement of EVSE throughout Town utilizing a phased in approach to generate maximum utilization System design and planning for solution of EV charging stations (Level 2 or DC fast charging) including all necessary related infrastructure Design guidance and support for all facets of infrastructure construction including best practice applications plus long-term expansion, as well as identification of vendors supporting those practices Identification of best-in-class equipment and software suppliers for EVSE Business model evaluation of Own v. Partnership v.
