The City of Fishers, Hamilton County, Indiana (the "City"), issues this Request for Proposals and Qualifications ("RFPQ") to prospective entities interested in master planning Fishers newest park and green space consisting of over one hundred twenty-two (122) acres of natural terrain located adjacent to the White River and designing, constructing and operating the Phase 1 Project (as defined in Section III(D)) (jointly, the "Fishers White River Park Project") pursuant to a public-private agreement between the City and the winning offeror in accordance with Ind. Code 5-23 et seq. (the "Act").. The City now seeks private involvement to master plan Fishers White River Park and to design, develop and construct the Phase 1 Project, because (1) the City lacks expertise in executing, streamlining, and overseeing master planning and development like the Phase 1 Project; (2) private sector expertise in the design, development, and construction of the Phase 1 Project will allow the Phase 1 Project to be completed quicker and more efficiently; (3) private sector expertise will help shift risk away from the City and allow subcontractors to be directly accountable to the offeror; and (4) private sector expertise should prevent unknown costs from being added to the Phase 1 Project. - Deadline for Questions regarding the RFPQ October 3, 2022 - Addenda (responses to questions) issued by City October 6, 2022 - Interviews Week of October 24th - Offeror recommended for Scoping Agreement November 8, 2022 - Scoping Agreement negotiated and contract entered November 8, 2022 The Method of Contractor Selection has not been determined at this time.
