Proposals shall be in a sealed envelope, plainly marked on the outside with the name and address of the company submitting the proposal and with the words "2023 TIF IMPROVMENTS, TO BE OPENED October 19, 2022." All bid proposals must be accompanied by a bid bond, certified check, or bank cashier's check payable to the City of Zion for five (5) percent of the amount of the bid as provided in the General Provisions. No proposals will be considered unless accompanied by such bond, or check. The City of Zion reserves the right to reject any and all proposals and to make an award on the proposal, which in its opinion is most advantageous to the City. Each contractor, by submitting a proposal, signifies his intentions and good faith to enter into a contract with the City of Zion, Illinois, should he be awarded the contract. Base Bid: o Upgrade the existing 12" storm sewer to 18" storm sewer on Colgate Avenue from 34th Street to 33rd Street. o Resurface 34th Street from Colgate Avenue to Sheridan Road (IDOT Road), approximately 340 linear feet. This typical section includes grinding 2 inches of the existing hot-mix pavement, patching poor areas, the installation of 154 inches of hot-mix surface course, % inches of leveling binder, and structure adjustments. o Reconstruct Colgate Avenue from 33rd Street to 34th Street with a typical section of 2" surface course, 4" binder course and 12" aggregate stone base and curb and gutter. o Construct Yale Road from Colgate Avenue to Sheridan Avenue with a typical section of 2" surface course, 4" binder course and 12" aggregate stone base and curb and gutter. o Reconstruct Alley #1 between Elisha Avenue and Sheridan Road from 33rd Street north to tee and the tee from Elisha Avenue to Sheridan Road a with a typical section of 2" surface course, 4" binder course and utilize the existing aggregate stone bas with a HMA V-Notch centerline. No proposed storm sewer. o Line the existing 8" sanitary sewer on Colgate Avenue from 34th Street to Yale Court. o Line the existing 10" sanitary sewer within the Alley # 2 between Sheridan Avenue and Colgate Avenue from just south of 33rd Street to the tee alley north of 33rd Street. o Abandon the existing clay sanitary sewer on Yale Court from Colgate Avenue east to the manhole within the alley and north within the alley to the manhole just south of 33rd Street. o Construct a new 8" sanitary sewer on Yale Court with a new structure where Popeye's services will tie into on Colgate Avenue. o Construct a new 10" sanitary sewer on Colgate Avenue from Yale Court to 33rd Street. o Replace the existing 6" water main with 8" water main on Colgate Avenue from 34th Street to 33rd Street. o Replace and abandon the existing 6" water main with 8" water main within the Alley #1 between Sheridan Road and Elisha Avenue from 33rd Street to 32nd Street. (Does not include water main on east to west alley.) o New 8" water main from 34th Street to Yale Court along west side of Sheridan Avenue on the Popeye's property and a new 8" water main on Yale Court from Sheridan Drive to Colgate Avenue. Popeyes to provide easement to City for water main, easement is not included in this scope. Alternate 1 Replace existing 6" water main with 8" water main in tee Alley #1 running east and west from Elisha Avenue to Sheridan Avenue. Alternate 2 Resurface 33 rd Street from Sheridan Avenue to Elizabeth Avenue. Alternate 3 Resurface Elizabeth Avenue from 33 rd Street to South Limit (Muirfield Drive).
