The Shoals Area Metropolitan Planning Organization, hosted by the Northwest Alabama Council of Local Governments (NACOLG), P.O. Box 2603, Muscle Shoals, Alabama 35662 is requesting proposals from engineering and transportation planning firms interested in performing work outlined in the following scope of work relating to the preparation of the River Road Corridor Study for the Shoals Metropolitan Planning Organization. River Road (County Road 40) from Hwy 133 to Gargis Hollow Road and Reservation Road from U.S. 43 to Hwy 133 is a high growth area within the Shoals Area. Colbert County, the City Sheffield, and the City of Muscle Shoals recognize the high growth and the need to enhance traffic flow along this corridor. I.Inventory and Analysis of Existing Conditions A. Existing Land Use B.Highway and Street Analysis i. Traffic Flow ii. Access Issues II. Future Year Projections A.Future Land Use and Development Plans III.Environmental Screening IV.Land Use and Transportation Design & Development Concepts V.Policy and Transportation Improvement Recommendations Submission Guidelines & Requirements. First and foremost, only qualified firms with prior experience on projects such as this should submit proposals in response to this Request for Proposal. Firms must list at least 3 projects that are substantially similar to this project as part of their response, including references for each. Examples of work should be provided as well. A proposal must be provided that provides an overview of the proposed work to be performed as well as resumes of all key personnel performing the work. In addition, the proposal should provide a proposed schedule and milestones, as applicable. The work shall be completed during FY 2023 ending September 30, 2023. Proposals must be signed by a representative that is authorized to commit bidders company. If you have a standard set of terms and conditions, please submit them with your proposal. All terms and conditions will be subject to negotiation. The method of contractor selection has not been determined at this time.
