The Douglasville - Douglas County Water and Sewer Authority (hereafter referred to as the Authority) is soliciting competitive sealed bids from qualified contractors for the performance of the Plantation Drive Stormwater Improvement Project (the Project), as more fully described in the Invitation for Bids. The scope of work includes the provision by the Contractor of all labor, materials, equipment, tools, transportation, and supplies necessary to complete the work. The Project will be turn key and require minimal involvement of Authority personnel. The work to be performed shall include, but is not limited to, the removal of approximately 138 linear feet (LF) of 42" corrugated metal pipe (CMP), two catch basins, one headwall, approximately 72 linear feet (LF) of watermain, concrete curb and gutter, pavement, one concrete driveway section, existing trees and vegetative debris, and a timber wall. The Project includes installation of 176 LF of 8x4 reinforced concrete box culvert (GDOT STD. 2530P), a cast-in-place concrete corner connection (GDOT STD. 2530P TYPE P), two headwalls (GDOT STD. 2404), two double wing catch basins (GDOT STD. 1034D), one manhole (GDOT STD. 1011-A), three drop connections to concrete box culvert (GDOT STD. 9031L), 72 LF of 8" ductile iron pipe (DIP), (2) 8" gate valves, dead man concrete blocking, one concrete driveway section, asphalt pavement, a timber wall, temporary gravel parking, concrete trench cap, concrete curb and gutter, type 1 rip-rap, erosion control measures, and sodding. Special Conditions and Appendices contain more detailed information on the Project scope. All work will be performed within Authority easements and/or inside public right of way. All anticipated rights of way and easements required for the Project have been obtained. All anticipated federal, state, and local permits required for the Project have been obtained. All prospective bidders must hold a current Georgia Utility Contractors License and be on, or promptly qualify for inclusion on, the Authoritys Approved Contractor List, without restriction or probationary status. All bids must be accompanied by adequate bid security (certified check, bid bond, or irrevocable letter of credit) drawn in favor of the Authority and in the amount of five percent (5%) of the total bid price, which shall be subject to forfeiture as liquidated damages in the event that the bid be accepted and the bidder fail to promptly enter into the proposed contract for performance of the Project with the Authority. Award may be made to the lowest responsible and responsive bidder; however, the Authority reserves the right to reject all bids or any bid that is nonresponsive or submitted by a nonresponsible bidder. The Authority further reserves the right to waive technicalities and informalities in the Invitation for Bids and bids submitted. questions shall be submitted by e-mail to the Senior Specialist, Joseph Morency, at jmorency@ddcwsa.com, by the close of business at least seven (7) days before the advertised date for receipt of bids. The Authority will then issue written responses to bidders at the addresses given by them (including by e-mail, if deemed most expedient by the Authority) on or about four (4) days before the date set for the opening of bids, addressing all questions so raised which in its opinion require interpretation
