The purpose of this IFB is to secure a qualified, licensed Contractor(s) to provide nonhazardous waste removal, transport and disposal services for the Water Reclamation Facility (the "WRF") located at 4800 South Dysart Road (the "Services") as more particularly described in the Scope of Work, attached hereto as Exhibit A and incorporated herein by reference. The WRF houses two Humboldt/Bird biosolids dewatering centrifuges. The City is currently producing nonhazardous Class B biosolids and grit from the preliminary treatment process. The estimated amount is 4,000 - 7,000 wet tons of biosolids and 50 - 80 tons of grit on an annual basis. The resulting Contract(s) is/are intended to be an indefinite quantity and indefinite delivery contract(s) for the Services based on the City's needs. The City does not guarantee any minimum or maximum amount of Services will be requested by the City pursuant to the Contract. Any question related to the IFB, including any part of the Specifications, Scope of Work or other Contract Documents, shall be directed to the Procurement Administrator whose name appears on the cover page of this IFB. Verbal or telephone inquiries directed to City staff will not be answered. Within five business days following the Final Date for Inquiries listed on the cover page of this IFB, answers to all questions received via Vendor Registry or via e-mail will be posted on Vendor Registry as an addendum. Questions shall be submitted in writing via Vendor Registry or via email by the date indicated on the cover page of this IFB; the City will not respond to any inquiries submitted later than the Final Date for Inquiries. The Vendor submitting such inquiry will be responsible for its prompt delivery to the City. Any correspondence related to the IFB shall refer to the title and number, page and paragraph. Any interpretations or corrections of the proposed Contract Documents will be made only by addenda duly approved and issued by the City. The City will not be responsible for any other explanations or interpretations of the Contract Documents. Bid Forms. All Bids shall be on the forms provided in this IFB. It is permissible to copy these forms if required. Work shall be performed at the unit prices as set forth in the Price Sheet attached hereto as Exhibit B and incorporated herein by reference. Bid Prices shall be submitted on a per unit basis by line item, when applicable. In the event of a disparity between the unit price and extended price, the unit price shall prevail. Any Bid that requires payment in less than 30 Days shall not be considered. Payment discounts of 30 Days or less will not be deducted from the Bid Price in determining the low Bid. The City shall be entitled to take advantage of any payment discount offered, provided payment is made within the discount period. Payment discounts shall be indicated on Price Sheet. The City of Avondale reserves the right to amend the solicitation schedule as necessary.
