The City of Belding is soliciting Statements of Qualifications (SOQ) from qualified progressive design/build teams (D/B) to complete the design, permitting, and construction of the proposed Wastewater System Improvements. The intent of this Request for Qualifications (RFQ) is to determine the best firm through a Quali- fications Based Selection Process (QBS) to deliver comprehens- ive progressive design/build" services as defined by the Michigan Department of Environment, Great Lakes and Energy (EGLE) un- der the Clean Water State Revolving Fund (CWSRF) loan pro- gram's project delivery methods. The Wastewater System Improvements project is comprised of the following: Wastewater treatment plant (WWTP) improvements including: The construction of a new mechanical WWTP and decommission- ing of the existing lagoon facilities. Preliminary concepts for the mechanical WWTP include construction of a new headworks building with influent flow metering, screening, and grit removal, biological treatment process, final clarifiers, ultraviolet (UV) disin- fection system, and a solids handling system. Site improvements include a new process building, site piping, and renovation of the existing Laboratory/Administration building. Collection system and pump station improvements including: Gravity sewer spot repairs and cured in place pipe (CIPP) lining, manhole lining and replacement at select locations.
