The Johnston County Department of Public Utilities (JCPU) is seeking proposals from qualified consultants to conduct updated water and sewer financial modeling. The intent of the study is to: Update the Water and Sewer Rate Study Update the Water and Sewer System Development Fee Analysis Provide Financial Feasibility Study and Report for proposed 2023 Water and Sewer Revenue Bonds The evaluation will be based on a comprehensive review of the water and sewer funds and budgets, 2022 Capital Improvements Plan, financing plans, current usage data and future proposed growth demands. The objective of the study is to adequately fund water and sewer operations, capital improvement costs, debt obligations and depreciation while maintaining modest rates, in addition to completing the necessary feasibility reporting for the proposed 2023 Revenue Bonds fund a program of capital improvements projects. A selection panel will review and evaluate the qualifications statements and select a single consulting firm for this project. The method of contractor selection has not been determined at this time.
