Renovation of a water / sewer project in Port Townsend, Washington. Conceptual plans call for the renovation of a water / sewer project.

Public Utility District No. 1 of Jefferson County (JPUD) is seeking hydrogeologist services to design and perform a pump test and develop a predictive numerical or computer groundwater flow model for JPUD's Water Right Application (WRA) No. G2-29120 simulating the impacts to possibly two instream flow basins. The PUD's Preliminary Permit outlines the details needed for the site-specific pump testing and all work to be in compliance with chapter 173-517 Washington Administrative Code (WAC). PUD No. 1 of Jefferson County is an equal opportunity and affirmative action employer and an RUS borrower. Project Description: After its initial application, JPUD applied to add the United States Forest Service (USFS) well (ABR-399) to WRA No. G2-29120 as a second point of withdrawal. It is anticipated the second source (Community Well) will be pumped at an instantaneous rate of 90 gpm and the USFS well will be pumped at an instantaneous rate of 50 gpm. Under the two wells, Jefferson PUD is proposing a combined instantaneous withdrawal rate of 140 gpm. Additional additive acre-ft to the PUD's current 13 acre-ft has yet to be determined. Before Ecology can process JPUD application, we will need the following performed: Pumping Test Develop and perform a site specific testing plan for your well. The Preliminary Permit outlines the details needed for site specific testing. Modeling Develop a numerical groundwater flow model or another predictive tool to determine to what extent groundwater capture from pumping both wells will impact individual streams regulated under chapter 173-517 WAC and if the proposed pumping will impair senior water right holders. Using both the PGG (February, 1997) report and pump test data under this preliminary permit for the USFS well, streamflow capture must be identified and estimated to determine if your application can be approved using water reserved for future use, WAC 173-517-150. Evaluation Criteria: Submittals will be evaluated and ranked based on the following criteria: 1. Experience of the Firm 2. Expertise of Personnel 3. Past Similar Projects 4. Ability to meet the state requirements outlined in the preliminary permit 5. Hourly Rates/Fee All the criteria will be weighted evenly during the selection process. Submittal: Submittals should include the following information, in addition to the RFP requirements listed: Firm name, phone and email address; Name of owner(s); and employees assigned to this project.
