The Régie does not undertake to accept either the lowest tender or any of the tenders received, and it declines all responsibility with regard to one or the other of the tenderers in the event of rejection of all the tenders. The contract is awarded by decision of the board of directors of the Régie, at its sole discretion, and the Régie cannot be bound in any other way than by a resolution of its board. Tenders will be analyzed after the closing time and the recommendation will be presented to the Board of the Régie for final approval.
