This section outlines the technical and service requirements for network services as it relates to the VPLS terrestrial circuits. This includes SLA expectations, as well as technical requirements for the operation of the network. Proposers shall propose a detailed fault-tolerant network connecting each of the two data centers, NCT9-1-1 HQ, and all Emergency Communications Center (ECC) locations identified in Appendix A. Proposer shall indicate any locations where they will have issues delivering the required capacity, and the reason they have issues. The proposed IP networks must be a private, robust, secure, scalable, and sustainable solution.Proposers shall describe how the proposed solution meets each of these goals. The design also must support QoS marking using the Differentiated Services Code Point (DSCP)protocol. Most traffic should be marked by the originating device, and all network elements in the pathof that traffic must honor the DSCP markings. If traffic meets certain criteria and is not marked, the first network element it crosses must be able to so mark it
