Competitive Sealed Proposals for furnishing all I&C system integration work items and providing a fully functional Supervisory Control and Data Acquisition (SCADA) system for the Hugh A. The due date/time for receipt of Proposals is subject to extension pursuant to O.C.G.A Section 36-91-20(d). To ensure that all Proposals are received by the due date and time, Cobb County-Marietta Water Authority requires all Proposals to be hand-delivered. Proposals received after the designated time will not be considered. The approximate extent and character of the Work is generally described as follows: Replace the Owners existing iFIX Human-Machine Interface (HMI) software with a new installation of Inductive Automation Ignition HMI software; Develop new Inductive Automation Ignition application and historian application with owner-furnished server; Develop and deploy new HMI graphic screens and historian; Configure and install Owner-furnished Stratus server and deploy Owner-furnished software onto the server; and Perform all other requirements as specified in the Contract Documents. The work will be awarded in one Contract. During evaluation, the contents of proposals will not be disclosed except to persons involved in evaluating the proposals. Owner anticipates entering into a contract to execute the proposed work; however, this Request for Proposals does not commit Owner to award a contract, to pay any costs incurred in the preparation of a proposal or to contract for any goods or services. Owner reserves the right to accept or reject any or all proposals received, to negotiate with all qualified bidders, or to cancel this Request for Proposals if that is in the best interest of the Owner to do so. All proposals satisfying the requirements of this Request for Proposals will be evaluated to establish which Bidder best fulfills the needs of the Owner and this Project. In making this determination, the Owner will utilize the following evaluation criteria: Price:25 points Firm Experience:15 points Proposed Project Personnel:20 points Project Approach:40 points Bidders shall inform themselves concerning Georgia Laws and comply with same. Each Bid must also be accompanied by a notarized non-collusion affidavit for the Bidder. Out-of-state corporations and other entities must submit evidence of authority to conduct business in Georgia as an out- of-state entity. The successful Bidder will be required to furnish performance and payment bonds with the executed Agreement meeting the requirements of the Contract Documents and executed on the forms attached to the Agreement. The successful Bidder will also be required to furnish an oath pursuant to O.C.G.A. 36-91-21 from every person who procures the Agreement. The terms and time for payment are set forth in the Agreement. All Proposals will remain subject to acceptance for sixty (60) days after the deadline for submission of Proposals, but Owner may, in its sole discretion, release any Proposal and return the Bid security prior to that date.
