Site work and renovation of a mixed-use development in Texas City, Texas. Conceptual plans call for the renovation of a swimming pool; and for site work for a swimming pool.

The Walker Street Pool is currently over 40 years old and needs multiple updates to meet standards, laws, and regulations. The aging facility is falling apart and has reached the point where minor repairs are no longer viable. Four options will be brought forward for consideration as part of a citizen survey: (1) Total rebuild: demo of the current pool, chemical/equipment building, dance studio/reception hall building, as well as the pool building which houses restrooms, concession stand and storage rooms, and the covered waiting area; design and construct new pool, chemical/equipment building, pool building, and provide extra programming areas; the demo of all of the areas listed above would provide for greater flexibility in the design and construction of the site. The estimated cost of the project is $7,100,000. (2) Renovate existing pool: This would include addressing the pump and filtration system which do not meet state requirements and any major renovations would exclude any "grandfathered" equipment associated with the pool; the underground drains and pipes are undersized for current water circulation; the pump room is below grade which causes flooding into the motors with an increase in the water table from the surrounding grounds; the heater has not been functional in some years and the filtration system is nearing its life expectancy. This option would address all items for a total cost of $1,150,000. This would include $150,000 for design and $1,000,000 for construction. (3) Splash-pad: An additional option would be to demo the pool and fill-in, demo the chemical/equipment building, construct a splash pad and new plaza in the old pool space, and construct a chemical/equipment building. This option would cost $2,350,000. This would include $350,000 for design and $2,000,000 for construction. (4) Splash-pad with NEW plaza: This includes demo the pool and fill-in, demo the chemical/equipment building, demo the dance studio/reception hall building, demo the pool building, construct a splash pad and new plaza in a larger space, and construct a chemical/equipment building. This option would cost $3,550,000. This would include $550,000 for design and $3,000,000 for construction. This project is in included in the City's or County's FY 2023-2027 Capital Improvement Plan (CIP).
