This is a job order contract, which shall be used to provide the City with a readily available work force for repairs, alterations to existing facilities and emergency repairs, as the City deems appropriate. In general, the work consists of, but is not limited to, complete and full preventative maintenance as outlined in the Technical Specifications of Part IV of these bid documents, as well as emergency repairs and system modifications or alterations of chillers and associated equipment. The work shall be located at the Defense Human Resources Activity Enterprise Operations Center (DEOC) building located at 400 Gigling Rd., Seaside, CA 93955. The Contractor shall maintain a local service office within 40 miles of the project address. The City reserves the right to confirm the location and, if in question, can visit the site noted as the location. The contract with a successful bidder will be for a term of one (1) year with a not to exceed annual funding limit of $100,000.00. The agreement will include an option for an additional two (2) 1-year extension with a not to exceed annual funding limit of $100,000.00. The total term of this agreement will not exceed three (3) years. The amount of work to be requested during the one year or optional additional year twelve-month contract period cannot be well defined at the outset. Work shall be issued through Work Orders. At the time of the bid opening, the successful Bidder must be legally entitled to perform contracts requiring a Class C-20 Contractor's license. Any Bidder or contractor not so licensed shall be subject to all penalties imposed by law including, but not limited to, any appropriate disciplinary action by the Contractors' State License Board. All contractor and sub-contractor license(s) must remain in good standing throughout the term of the Contract. The Contractor shall notify the City in writing in the event its license is suspended, expires, or has a change in signatory. All electricians performing work under this contract, as defined as making electrical connections at or above 100 voltamperes, shall be certified pursuant to Section 3099 et seq. of the California Labor Code. Contractor shall submit proof of certification, or proof that the requirements of Section 3099.4 (a) of the California Labor Code have been met, prior to electricians commencing work under this contract. The City reserves the right to reject any or all bids as the best interests of the City may dictate and, to the extent permitted by law, waive any irregularity in any bid. If there is any reason for believing that collusion exists among the bidders, the City may reject any or all bids.
