The County of Yuba is accepting statements of qualifications (SOQ) for on-call construction management and surveying services for various projects through the 2022-2025 construction seasons (3 year agreement). The County of Yuba will award at least one (1), and up to three (3), contracts with a maximum aggregate contract total of $2,000,000.00. The projects will be constructed using federal, state, and local funds. The DBE goal for this project is 20%. The County will provide staff for resident engineers and construction inspectors, but need an experienced, California Registered Civil Engineer and senior-level engineer, to act as a supporting role. Supporting role shall provide oversight to resident engineer and construction inspector and act as structure representative for projects. Consultant shall be familiar with CalTrans and Highway Bridge Program (HBP) processes and procedures and CalTrans Standard Specifications. The County of Yuba is an equal opportunity employer (EOE) and Disadvantaged Business Enterprises (DBEs) are encouraged to participate. The following is a list of tasks required to do this work. Consultants preparing a SOQ should elaborate on these tasks, including their interrelationship, within their SOQ. 1. Resident Engineer and Construction Inspector Oversight Provide oversight and support to resident engineer and construction inspector and verify conformity of Countys construction management with CalTrans and FHWA procedures and specifications. Act as structure representative for construction projects that include structures Attend preconstruction meeting, weekly construction meetings as needed, and critical days for structure construction at the construction job-site Assist County with redline drawings and as-builts The County estimates the consultant work load, on a weekly average, 10 hours per week for a duration of three construction seasons. 2. Provide Construction Inspection Services Maintain available staff to dispatch construction inspectors on an as-needed basis Inspectors shall have a working knowledge of County, CalTrans, and FHWA procedures and specifications. Inspectors shall be experienced in roadway, bridge, drainage, and subdivision construction Attend pre-construction meetings Make site visits Observe, photograph, document, and report on project progress, significant discussions, and daily construction activities Interpret drawings and specifications and discuss deviations Inspect construction to ensure methods and materials comply with plans and specifications Coordinate and correspond with contractor's, developers, and other outside agencies in-person, and via email, representing the County Assist with progress payments Deliver daily reports, quantity sheets, project photographs, and red-line drawings Prepare punch lists and coordinate, and conduct, final inspections. Assist with project closeout The County estimates the inspection work load, on a weekly average, 16 hours per week for a duration of three construction seasons. The above is a partial list of tasks. It is the proposers responsibility to expand upon this list and clearly define the tasks required to successfully complete the project. The following is a list of preferred qualifications. Consultants preparing a proposal should elaborate on proficiency in these services. 1. Review Land Survey Records Demonstrate an understanding of land conveyance laws Review and approve parcel maps, tract maps, records of survey, lot line adjustments, corner records, and conditional use permits 2. Provide Plan Checking Commercial General Liability - $1,000,000 per occurrence, $2,000,000 aggregate Automobile Liability - $1,000,000 per accident Workers Compensation - $1,000,000 per accident Professional Liability - $1,000,000 per occurrence, $2,000,000 aggregate Proposers are not required to purchase the required insurance in order to respond; however, all required insurance will need to be submitted prior to contract award. Tentative Schedule of Work Pre-Proposal Meeting - None Issue RFQ - September 30, 2022 SOQ Due - October 14, 2022 Question Response Deadline:October 11, 2022, 2:00pm Consultant Interview - If needed Interview Results - If needed Negotiations - October, 2022 Award of Contract - November 8, 2022 Agreement Execution/NTP - November, 2022 Contract Duration = 3 years The method of Contractor Selection has not been Determined at this time.
