Huntsville Utilities (HU), is accepting Statements of Qualifications (SOQ) from Engineering Companies (Engineer) interested in providing professional engineering services associated with planning and designing a 24 inch potable water transmission main. The Engineer selected by HU will be offered the opportunity to enter into a Consulting Engineering Services Agreement (Agreement) with HU. A copy of the Agreement is included in Appendix A of this RFQ and no modifications to the terms contained within the Agreement will be considered. All questions regarding the SOQ must be submitted to Miranda Duke in writing at Miranda.Duke@hsvutil.org prior to 11:00 a.m., October 6, 2022. Questions after October 6th will not be answered. HU seeks professional engineering services for the planning, design, permitting, construction administration and inspection for a new 24-inch potable water transmission main along Research Park Blvd., in Huntsville. The 24-inch water main is along Research Park Blvd. from the vicinity of Plummer Road to State Route 53. The length of this project is approximately 7,600 ft. The project will connect two existing 24" mains, one that ends at the intersection of Plummer Road and Research Park Blvd, and another main that ends at the intersection of State Route 53 and Research Park Blvd. The timeline for the project is compressed. The project funding will be included in the FY23 Huntsville Utilities budget which was approved at the end of September. The water main must be placed in-service by June 2024. The project will require ALDOT ROW permit, ADEM Stormwater NPDES Permit, ADEM Drinking Water Construction Permit and potentially USACE approval for crossing a stream and potential wetlands south of Blake Bottom Road. The project will be funded through an existing ADEM State Revolving Loan requiring American Iron and Steel, Davis-Bacon Wage Rates and Disadvantage Business Enterprises solicitation.
