Puyallup received its Certified Local Government (CLG) designation in September 2011 and established a Historic Preservation Plan in 2016, which included a list of inventoried properties eligible for historic register nomination. Puyallup's local register currently has nine properties listed, and only one property has been listed on the local register since the program was transferred to the city CLG in 2011. One obstacle to gaining local register nominations observed by staff and the Board is that private property owners lack the knowledge and expertise to complete the research for the nomination form, or the funding to hire a consultant to do so. With the support of the City's Comprehensive Plan, Design Review and Historic Preservation Board (Board), and the City's Historic Preservation Plan, the City seeks to hire a consultant to complete nomination forms for private property owners to nominate their property to be on the local historical register listing, as well as identity potential process improvements. The resulting product will assist property owners in the historic register listing process and support the City's historic preservation efforts. This effort will be funded primarily through a Department of Archaeology & Historic Preservation (DAHP) grant. City planning staff will serve as the project coordinator, providing administrative support to the consultant and serving as a liaison between the consultant and the City's Design Review and Historic Preservation Board. The consultant will provide consulting services to the City of Puyallup to complete nomination forms for approximately four (4) properties. The properties may have a common theme or architectural type but may be unrelated; the properties have not been selected yet. City staff will conduct outreach to owners of property that has been identified eligible for historic register listing for property owner interest. The consultant will also evaluate the city's existing nomination forms and historic register listing process for potential process improvements and prepare recommendations for the city. Preparation of a standard operating procedure for applicants applying for historic register listing is also an anticipated deliverable by the consultant. Wherever appropriate, the consultant should use maps, charts, tables, photographs, and illustrations to convey information. The formatting of the nomination forms and process improvement recommendations should be consistent with other City planning documents.
