Governing Board of the Contra Costa Community College District (District), Martinez, California, will receive sealed bid proposals for the furnishing of all labor, materials, equipment, transportation and services for the construction of the project titled C-608 PE/K Building Graphics. Construction Cost Estimate (Range): $ 60,000 to $ 75,000 California License Required: B - General Building Contractor, or D-42 Non-Electrical Sign Installation In general, the scope of work includes the installation of graphics in the following buildings: Gym, Building L, Gym Annex and Building T. The District does not provide hardcopies of bid documents or reimburse cost of printing, delivery, or any expenses related to the bidding process. All questions related to this project must be submitted by email, no later than October 14, 2022, to: Rod Herrera, Senior Buyer Contra Costa Community College District 500 Court St., Martinez, CA 94553 Email: rherrera@4cd.edu. Each bid shall be made on the bid form, which is included in the Bid Documents and when submitted, shall be accompanied by a Bid Bond or Certified Cashier's Check in the amount of 10% of bid (made payable to the Contra Costa Community College District). The District reserves the right to forfeit Bid Bond submitted for failure of the successful bidder to secure Payment & Performance Bonds. Bids must be received by the District prior to the time and by the date noted above. Bids that are not received by the District prior to the time and by the date noted above will not be accepted, and will be returned to the Bidder unopened. The District highly encourages all bidders to hand deliver their proposals as the District is not responsible for proposals not being delivered in a timely manner by 3 rd party carriers! Each bid shall be made on the Bid Proposal Form, which is included in the Bid Documents. The successful bidder will be required to furnish a labor and material bond in an amount equal to one hundred percent (100%) of the contract price and a faithful performance bond in an amount equal to one hundred percent (100%) of the contract price, said bonds to be secured from a surety company acceptable to the Contra Costa Community College District and authorized to execute such surety in the State of California. This project is a public works project and is subject to prevailing wage rate laws. A copy of the prevailing rates of wages is on file with the Contracts & Purchasing Office of the Contra Costa Community College District, available at the DIR website. Attention is directed to Section 4100 through 4113 of the Public Contract Code concerning Subcontractors, with emphasis on Section 4104, known as the "Subletting and Subcontracting Fair Practices Act, effective July 1, 2014. Attention is directed to Labor Code Section 1725.5 regarding Department of Industrial Relations (DIR) contractor registration process including registration criteria and implementation of DIR registration requirements. Labor Code Section 1771.7 establishes contractor's obligation to submit Certified Pay Roll (CPR) to the Department of Labor and Standards Enforcement (DLSE) and public works monitoring and enforcement. Labor Code Section 1773.3 requires the District to submit a PWC-100 to DIR for all public works contract awarded effective January 1, 2015. The contract time is 60 Calendar Days between the Notice to Proceed date and the Contract Substantial Completion date. Liquidated Damages shall be set for Three Hundred Dollars ($300.00) for each Calendar Day the Work is delayed beyond the contract Substantial Completion date; and One Hundred Dollars ($100.00) for each Calendar Day Remaining Work is delayed beyond the Contract Final Completion Date. The Contra Costa Community College District reserves the right to reject any and all bids and/or waive any informality or irregularity in any bid received. No bidder may withdraw their Bid for a period of fifteen (15) Calendar Days after the date set for opening thereof. Certificates of Liability Insurance with proper endorsements shall be required for the successful bidder. This bid process is conducted under the CUPCCAA Informal Bid Regulations. The District has pre-qualified General Contractors through the CUPCCAA Process, and the list of pre-qualified General Contractors can be found on the District's web site Contractors who are not on the pre-qualified list will be required to submit an application prior to award. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
