VUR-D-ARP-0029 Description of Project Pursuant to NCGS 143-64.31, the Town of Elm City is soliciting qualifications from firms interested in assisting the Town by providing Professional Engineering and Surveying Services related to its recently awarded American Rescue Plan Act (ARPA) Project Grants. Scope of Project The Town of Elm City operates a water and sewer utility that serves town residents. The Town was recently awarded two ARPA grants and one grant jointly funded by ARPA and the Drinking Water State Revolving Fund (DWSRF). The Town is awaiting the grant agreements for execution. In the interim, the Town is working to identify a firm to assist with the completion of the proposed scope of work related to these grants. In terms of timing, the project(s) will commence once a firm(s) is selected, a scope of work is established, and authorization is received from NCDEQ to begin work. ANTICIPATED SCOPE OF SERVICES The Town of Elm City has been awarded ARPA grants in Water and Sewer. To this end, the following tasks have been identified as priorities. Scope of Services for Drinking Water System-Rehabilitation and Improvements (VUR-D-ARP-0048) Task 1 Recover, operate, and evaluate approximately 135 valves within the existing distribution system to determine whether replacement or rehabilitation of the valves is needed. Task 2 Install new and/or replacement valves to create a more functional distribution system that can be isolated more effectively. Task 3 Replace approximately 2,500 LF of the existing 2" galvanized iron water main. Scope of Services for Rehabilitation of Three Lift Stations (VUR-W-ARP-0079) Task 1 Clean, repair, leak stop and reline with polyurea coating the existing wet well. Task 2 Install new guide rails as required and replace existing pumps and lifting mechanisms. Task 3 Install a new all-weather control panel with updated electrical service. Task 4 Install and update the SCADA system to allow remote sensing and PLC controls for operation. Task 5 Install above-ground bypass port piping for emergency bypass pumping configuration. Task 6 Update valve vault and replace fittings, bends, valves, etc. as needed to renew lift station internal components. Scope of Services for Water Filtration & Emergency Backup Generator (VUR-DARP-0029) Task 1 Evaluate the existing well and, if it proves favorable for continued operation of the well, install multimedia filters, backup generator equipment, and SCADA equipment for the facility. Task 2 Rehabilitate, and thereby improve, three well sites with new buildings, chemical storage containment, backup generators, improved electrical control panels, and SCAD monitoring equipment. Task 3 Install 3,000 LF of new 6" water line including the required fillings and appurtenances. B. ANTICIPATED SCHEDULE As time is of the essence, the Town intends to move quickly to select a firm and negotiate a scope and fee for these projects. Although the schedule may be altered slightly to best suit the Town, anticipated dates are as follows o 10/17/2022 - Selection committee review o 10/18/2022 - Interviews conducted (if necessary) o 10/19/2022 - Highest ranked firm(s) notified o 10/20/2022 - Contract(s) negotiated and finalized o 10/21/2022 - Contract(s) awarded and approved by Town Board of Commissioners o 10/31/2022 - Authorization Received from NCDEQ to commence work
