The purpose of this project is to remove stream debris from portions of Roanoke Island's drainage ditches. The N.C. General Assembly approved money to create the Streamflow Rehabilitation Assistance Program, which allocates money for projects that protect and restore the integrity of drainage infrastructure. The Dare Soil and Water Conservation District has acquired funding from the new program. The ditches to be cleared are located in portions of Roanoke Island. Sir Walter Raleigh- Sir Walter Raleigh Street (SR 1128). Ditch can be accessed off of roadway. Ananias - Ananias Dare Street (SR1126). Ditch can be accessed from parcel of land where equipment can be staged. Carolina Court- Ditch can be partially accessed off of roadway and the rest from landowner's property. Letters are being sent out for access permission. Airport- Airport Road (SR1116) Ditch can be accessed from the roadway. Work will consist of selective removal of debris that impedes flow in the ditch or canal. Rooted trees leaning over the channel at an angle greater than 30 degrees of vertical that are dead or severely undercut shall be removed. When cutting leaning trees, leave root ball and stump in place to reduce shoreline erosion. Trees to remain in place will be identified and flagged before work begins and at owners' discretion. All flagged trees shall be protected to the best of the contractor's ability. Floating vegetation and debris will be cleared and removed from within ditches and canals. This work does not include dredging or spoil removal, vegetation and debris only. Vegetation and debris will be removed, hauled away, and disposed of in accordance with applicable federal, state, and local requirements at no additional cost to Dare County. Clarification of removal of vegetative debris in or near ditches and canals shall be directed to Dare Soil and Water Conservation District during the project. Any property negatively affected during work must be returned to its original state. All utilities shall be located and marked by the contractor prior to beginning work so they are not negatively impacted during the clearing process Work shall be started within 30 days of award of contract and work completed within 90 days of award of contract. If work days are halted by storm events, those lost days will be added past deadline as appropriate. If any other extensions are needed, contact the Project Inspector. Work must be completed Monday through Saturday between 7:00 a.m. and 10:00 p.m. Dare County reserves the right to reject any and all bids.
