Site work for a water / sewer project in Gaithersburg, Maryland. Completed plans call for site work for a water / sewer project.

**Project has been awarded but award amount was not confirmed.**  The HOC owns the Willows Apartments that consists of apartment buildings, a swimming pool, mechanical building and rental office. The site location is shown on Figure 1 in Appendix A. A 20,000-gallon UST that contains approximately 10,000 gallons of heating oil (No. 2 fuel oil) is located adjacent to the mechanical building. The facility is heated with natural gas; therefore, the UST is redundant and no longer needed. The deadline for all questions to be submitted is October 21, 2022 at 12:00 PM. The tank is present in a grassed area located south of a swimming pool, west of the mechanical building, north of the rental office, and east of a grassed field that contains engineered swales used for stormwater runoff. Gas service is provided to the mechanical building via a buried line that is approximately 10 feet from the tank. It appears that buried lines that service the tank include a fill line, suction line, return line, and a vent line. The suction and return lines are connected to the UST pump that is located in the mechanical building. The tank is overlayed with approximately three feet of fill. Access to the UST is provided through a manway that is covered with a concrete access vault. The nominal size of the UST is 10.5 feet in diameter and 31 feet long. The UST is estimated to be buried approximately 13.5 feet below ground level (BGL). The location of the UST, associated buried lines and utilities are shown on Figure 2 (Appendix A). The tank and line locations are approximate and will need to be re-located by Miss Utility prior to site activities. An electric line that powers the adjacent rental office is located in the ground, proximal to the tank. Closure activities cannot occur with a live electric line in close proximity to the UST. The HOC and TRC Companies, a representative of the local utility, Pepco, have determined the relocation of the line cannot occur within the proposed time frame of the project; therefore, the line must be de-energized during closure activities. Pepco is aware of the need to de-energize the system and has issued a cost letter to do so. The winning bidder will be required to coordinate with HOC, TRC Companies and Pepco on the timing of the related de-energization. HOC will be responsible for outage impacts to its property from this secondary line de-energization It is anticipated that the project will be divided into three phases: - Task I will include the removal and disposal of tank contents and interior tank cleaning. - Task II will include the performance of an intrusive site assessment around the tank. - Task III will include the removal of buried lines associated with the tank and the filling of the tank with the flowable fill. The complex was constructed in the 1970's and contains nine apartment buildings, playgrounds, swimming pool, mechanical building and rental office. The complex is situated in a residential area of apartment buildings and single-family residences. Access to the property is by W. Diamond Avenue.
