A. Purpose San Bernardino County, through the Department of Public Works - Special Districts, is seeking proposals from interested and qualified consultants and companies to provide Proposals for Professional Engineering and Design Services of construction plans for a Horizontal Well & Tunnel Headwall Rehabilitation and Tunnel Repair. The requested services are detailed in Section V (Scope of Work), below, and will include, but are not limited to, environmental assessment, geotechnical analysis, and the preparation of California Environmental Quality Act (CEQA) Environmental Assessments, permit applications, and assistance with coordination with regulatory agencies. Any reference in this RFP to "Department" refers to the Department of Public Works-Special Districts, San Bernardino County. B. Attendees of the mandatory pre-proposal conference must comply with one of the following: a) Signature of the individual's name on the official sign in sheet at the beginning of the conference. b) Written (clearly printed) name and address of the company that the individual represents; and c) Only one company may be shown as being represented by the individual attending. Scope of Work and Services The Consultant will perform services customarily and typically rendered in the field of Engineering Design Services to accomplish all necessary work including, but not limited to: 1. Engineering Design Services for: (Full Construction Plans and Technical Specifications) a. Construction of the regulatory replacement of the tunnel headwall, dredge sand and silt accumulation from within the tunnel and shore up the tunnel collapsed areas. b. Construction of a new horizontal well for redundancy with SCADA communication system with battery backup. c. Provide project schedules, updates, replies, and requested input in a timely manner, schedule necessary meetings and provide summaries of meetings. d. Provide bidding and construction support which shall include but is not limited to the following, review and respond to bidder inquiries, preparation of bid addenda and conformed set of plans and specifications, review and respond to contractor submittals, RFIs and shop drawings. Attend all construction virtual and on-site meetings. As-built drawings based on contractor provided redlines will be prepared at the end of construction and submitted to the County.
