Site work and paving for a road / highway in Montclair, New Jersey. Completed plans call for site work for a road / highway; and for paving for a road / highway.
For: BID NO. 22 - 21 South Park Street & Church Street Roadway Improvements (NJDOT Funded) Township of Montclair, Essex County, New Jersey The Base Bid consist of improving Church Street, from South Park Street to Bloomfield Avenue, and South Park Street, from The Crescent to Bloomfield Avenue. The improvements include, but are not limited to milling, asphalt repair, reconstructing ADA Ramps, selective curb repair, repair of Granite cobbles, and reconstruction of streetscape, where needed. The Base Bid also includes the grading and drainage improvements, including the installation of new catch basins and storm sewer piping on South Park Street. The Alternate Bid A consists of replacing the existing Granite cobbles within South Park Street with integrally colored and stamped reinforced concrete. The Alt. Bid A furtherincludes replacing the existing landscaping within the roundabout's center island on Church Street with integrally colored and stamped reinforced concrete. The Alternate Bid B consist of selective replacement of damaged brick pavers with new concrete pavers within various sidewalk areas along Church Street. The Township of Montclair is soliciting bids for the South Park Street & Church Street Roadway Improvements (NJDOT Funded) project. The work contemplated under this Contract shall be performed during Summer 2023 and shall completed within 45 calendar days after issuance of Notice to Proceed. Questions regarding this project should be directed to (201) 939-8805. Bids shall be made upon the prescribed forms, furnished with the Contract Drawings and Specifications, including the non-collusion affidavit and ownership statement compliance form, and must be accompanied by a Consent of Surety and a certified check, cashiers check, or Bid Bond of not less than ten (10%) percent of the amount bid and, not to exceed $20,000.00. Such checks and Bonds shall be made payable to the Owner and will be held as a Guarantee that in the event the Bid is accepted, and a Contract awarded to the bidder, the Contract shall be duly executed, and its performance properly secured. The successful bidder shall furnish and deliver to the Owner a performance and payment bond in the amount of 100 percent of the accepted bid amount as security for the faithful performance and payment of the Contract. Further, the successful bidder must furnish the policies or Certificates of Insurance required by the Contract. In default thereof, said checks and the amount represented thereby will be forfeited to the aforesaid Owner as liquidated damages. Bids must be accompanied, in the case of corporations not chartered in New Jersey, by proper certificate that such corporation is authorized to do business in the State of New Jersey. Pursuant to P.L. 2019, c.406, a contractor that is debarred from contracting with a federal government agency, along with any affiliates of the debarred contractor, is now prohibited from contracting for "public work" with any State or local government entity. This prohibition applies to all entities subject to the Local Public Contracts Law or Public-School Contracts Law, as well as to county colleges. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 regarding equal employment opportunity, as amended. All corporations and partnerships must comply with Chapter 33, of the P.L. of 1977, regarding disclosure of partners and stockholders. Each bid must be enclosed in a sealed envelope bearing the name and address of the bidder, addressed to the Owner, and labeled for the BID NO. 22 - 21. The successful bidder will be required to comply with all provisions of prevailing wage rates as determined by the New Jersey Department of Labor. Pursuant to P.L. 2021, c. 301 requires a contractor submitting the lowest bid for a contract that is subject to the Prevailing Wage Act, if that bid is 10 percent or more lower than the next lowest bid, to certify to the public body that the prevailing wage rates required by the Act shall be paid. If the bidder does not provide the certification prior to the award of the contract, the public body shall award the contract to the next lowest responsible and responsive bidder All bids shall be irrevocable, not subject to withdrawal and shall stand available for a period of sixty (60) days. The Owner reserves the right to reject any and all bids pursuant to applicable law and regulations, to waive informalities or irregularities in the bids received and to accept the bid from the lowest, responsive, and responsible bidder. Contractors shall be advised that a portion of this project is also being funded by a NJDOT Municipal Aid Grant, in conjunction with municipal funds. New Jersey Prevailing Wage Rates shall prevail in this contract. To protect the health and safety of everyone, vendors are encouraged to submit their proposals by certified mail or overnight delivery.
