City of Redlands owns and operates the Henry Tate Water Treatment Plant which includes a treatment process that utilizes a chlorine gas injection system. The quantity of chlorine gas stored at the facility exceeds the threshold limit for the California Accidental Release Prevention (CalARP), Environmental Protection Agencys Risk Management Plan (EPA RMP), and California Occupational Safety and Health Administrations Process Safety Management (Cal/OSHA PSM). Based on the criteria listed in the regulations, the chlorination process falls under Cal/OSHA PSM, EPA RMP Program 3 and CalARP Program 3. As part of the Cal/OSHA PSM, EPA RMP, and CalARP requirements the City maintains a Risk Management Plan (RMP), a site-specific compliance workbook. The RMP includes steps and procedures to effectively manage the system to prevent the potential for accidental releases. The City is currently soliciting Informal Request for Proposals (RFP) from interested firms to assist the City with a comprehensive 5-year update of the Henry Tate Water Treatment Plants RMP.
