Demolition, site work, paving and new construction of a bridge / tunnel in Hettinger, North Dakota. Design plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; and for paving for a bridge / tunnel.

As of December 6, a design engineer has been selected. *The previous solicitation is listed below for reference Bridge replacement of Structure No. 01-123-14.0 7th Street NE over Duck Creek 5 miles East and 6 miles North of Hettinger, ND Bridge Removal of Structure No. 01-125-23.0 9th Street SE over Flat Creek South edge of Haynes, ND The Adams County Commission is requesting the services of a qualified engineering firm to perform environmental studies, preliminary and design engineering, permitting, right-of-way, and associated services to have the following project ready for bid letting and 2024 construction. All services will be performed in accordance with NDDOT design procedures. BRJ-0001 (054), PCN 23700 Bridge Replacement of Structure No. 01-123-14.0, on 7th Street NE over Duck Creek, located 5 miles East and 6 miles North of Hettinger, ND Bridge Removal of Structure No. 01-125-23.0, on 9th Street SE over Flat Creek, located on the South edge of Haynes, ND. Description of Project: Structure No. 01-123-14.0 was built in 1938 and consists of a single span steel stringer bridge, with a length of 23.8 feet and deck width of 16.4 feet. The structure is in fair condition and is currently open to traffic with a reduced load rating. There is cracking in the concrete deck and abutments and the timber wingwalls are failing. The selected consultant will be required to design a replacement structure at this project location that meets all the federal requirements and constructed to HL-93 (LRFD). Traffic must be maintained onsite during construction by use of a temporary bypass. Structure No. 01-125-23.0 was built in 1936 and consists of a single span steel stringer bridge, with a length of 28.9 feet and deck width of 19.7 feet. The structure is in poor condition but is currently open to traffic with a reduced load rating. The selected consultant will design the structure demolition and site restoration plans. Site restoration will include an at-grade rock water crossing. Preliminary and Design Engineering Services: Perform Project Management, Project Administration, Field/Ground Surveying, Wetland and Cultural Surveys, Draft and Final Environmental Document, Permitting, Preliminary and Final Construction Plans and Special Provisions, Right-of-Way Acquisition, and Preliminary and Final Cost Estimates. The replacement bridge will need to be load rated according to the NDDOT Load Rating Manual and the load rating report and AASHTOWARE BrR model submitted to NDDOT. Additional services, if required, may be negotiated and supplemental agreements issued based on the consultant's performance, the consultant's proposal, and available funding. Evaluation and Selection Process: Firms are invited to submit a proposal for the project listed above. The proposals shall provide the following information: - Past Performance - Ability of Professional personnel - Willingness to meet time and budget requirements - Office Location - Recent, current, and projected workloads of the person/firm - Related experience on similar projects or other County related projects - Project understanding, issues, & approach The proposal pages shall be numbered and must be limited to 5 pages in length. Proposals exceeding the 5-page length requirement will not be considered. The cover letter will not be counted as one of the 5 pages. The consultant's proposal may include an appendix, resumes, references, a statement of qualifications, and other materials outlining experience may be included within the appendix. The appendix will not be considered as a part of the 5-page proposal. Each proposal will be evaluated by a selection committee. Adams County may conduct interviews. The County may interview up to three (3) of the most qualified engineering firms based on whose proposals most clearly meet this RFP requirements. Fees shall be negotiated with the successful firm. If the fee cannot be agreed upon, the County reserves the right to terminate negotiations, and then negotiate with the second and third ranked firms in order, if necessary, until a satisfactory contract has been negotiated. All costs associated with the proposal shall be borne by the proposer. The County reserves the right to reject any and/or all proposals and to not award contract for any and/ or all projects. Engineering firms interested in performing the work shall submit seven (7) hard bound copies and an electronic pdf file of their proposals to: The consultant's proposal may include an appendix, resumes, references, a statement of qualifications, and other materials outlining experience may be included within the appendix. The appendix will not be considered as a part of the 10- page proposal. Each proposal will be evaluated by a selection committee.
