The Town of Apex is requesting Statements of Qualifications (SOQ) for professional engineering services to conduct a solar photovoltaic (PV) systems Study for town facilities. Upon completion of the study, the selected firm will make recommendations to the town on which of the 29 facilities to install PV systems. Once selections are made, it is the intent of the town for the selected firm to provide a design and construction administration services for installation on selected facilities. The intent of this Request for Qualifications (RFQ) is to solicit a Statement of Qualifications (SOQ) from engineering firms qualified and interested in the project. The Town of Apex plans to select a firm to study, make recommendations (prioritize), develop the design, and budget for capital planning and PV implementation. Interested firms must have experience in solar PV and Local Government contracting. The work elements may include, but not be limited to the following: - Study - Conducting a town wide study of facilities and make recommendations for solar PV installation based on cost/Kwh. Other factors should include structural (study will include evaluation of each roof system by structural engineer), maximizing solar capacity for each facility, considering roof size, orientation, age of roof, shade, trees, etc. Not all of the 29 facilities will need a full study and may be eliminated based on general best practices, considering the before mentioned factors. - Programming - Communicate with the town representatives to determine needs and develop program and budget - Schematic Design - Design Development - Construction Document Development - Bid Phase Services - Construction Administration Services and Project Closeout - Submittal of documentation required by Section 6.3 of the Town UDO. The Town of Apex may interview one or more firms before making a final selection. The Town of Apex shall select the most qualified firm and reserves the right to reject any and all responses based on the following criteria: 1. Demonstrated understanding of the project 2. Demonstrated experience with public facilities 3. Accessibility to the project site 4. Ability of the firm to meet the project schedule and remain within the budget 5. Such other appropriate information as the Town deems advisable The Town of Apex will award the contract to the selected firm based on successful negotiation of the fee for this work. If unsuccessful, the Town may enter negotiations and award the contract to another qualified firm. The Town of Apex is not responsible for any costs incurred by Firms in preparing, submitting, or presenting their SOQ's.
