Site work and paving for a civil project in Fort Worth, Texas. Conceptual plans call for site work for a road / highway; for paving for a road / highway; water / sewer project; and water / sewer project.
Miscellaneous Projects (Open List) is to establish a standing list of qualified engineering firms which the Development Services Department will use to assign new/proposed design projects from the Miscellaneous Projects Contracts required for small-scale and infill-type projects. All designs will be in accordance with currently published design manuals, ordinances, and policies. Qualified engineering firms should know and understand that that the City may select multiple firms to provide the miscellaneous services and this is a nonexclusive RFQ. The City does not guarantee a specific amount of work to any individual firm if multiple firms are selected. The City will qualify and hire more than one engineering firm. City administrative regulations require all that all qualified engineering firms hired on nonexclusive contracts to get at least 10% of the work. General Scope/Project Description The scope of the design work will be for small scale and infill-type projects including the following: -replacement of existing water and/or sanitary sewer mains -extension of proposed or existing water and/or sanitary sewer mains (800 feet or less) -water and sanitary sewer services -sidewalk (800 feet or less) -commercial/residential driveways -street light installation -Stormwater pipe (800 feet or less) -Stormwater inlet design. Typical construction plan sets may include the following: -water/sewer plan and profile -traffic control -Stormwater pollution prevention -street/curb & gutter repair/replacement -franchise utility locates -Stormwater pipe plan and profile -top of curb profile, when necessary -contract documents -Specifications, as required. Expression of Interest To ensure RFQ respondents are up to date of any new information pertinent to this project, respondents are requested to email Expressions of Interest in this procurement to the project manager listed under INQUIRIES below. The email should include the respondent's company name, contact person, that individuals email address and phone number. All Addenda will be distributed directly to those who have expressed an interest in the procurement and will also be posted in the City of Fort Worth's purchasing website . The presentation given at the Pre-Response conference and any questions and answers provided at the Pre-Response conference will be issued as an Addendum to the call for Responses. Prospective bidders can e-mail questions or comments to the project manager identified in this RFQ at the e-mail address provided. Emailed questions will suffice as "questions in writing" and the requirement to formally mail questions is suspended. If necessary, Addenda will be issued to provide answers to all submitted questions. RECEIPT OF RESPONSES: Five (5) copies of the submittal shall be provided to the City. The City will review all responsive submittals. A Purchasing Department staff person will be available to accept the Response and provide a time stamped receipt; or 3. If the respondent desires to submit the Response on a day or time other than the designated Thursday, the respondent must contact the Purchasing Department during normal working hours at 817-392-2462 to make an appointment to meet a Purchasing Department employee at the South End Lobby of City Hall located at 200 Texas Street, Fort Worth, Texas 76102, where the Responses will be received and time/date stamped as above. CITY'S RIGHT TO ACCEPT OR REJECT RESPONSES City reserves the right to waive irregularities and to accept or reject responses. AWARD The contract may be awarded to the responsible offers whose Responses are determined to be the most advantageous to the City. The following criteria will be the basis to evaluate the Responses: -Project Understanding (30%) -Project Team, Qualifications, Experience, and Capabilities (30%) -Project Approach and Schedule (30%) -Related Local Projects (5%) -Readiness to Proceed (5%) It is understood that the CITY reserves the right to accept or reject any and all Responses and to re-solicit for Responses, as it shall deem to be in the best interests of the CITY. Receipt and consideration of any Responses shall under no circumstances obligate the CITY to accept any Responses. The information provided in this RFQ is only to be used for the purpose of preparing a response to the CITY's requested services. The CITY and selected firms will agree on a project scope and project cost with a Professional Services Agreement. Schedule of Events RFQ Release Date: October 6, 2022 Pre-Response Conference: October 20, 2022 at 1:30 PM (Local Time) Evaluation of Proposals: November 2022 City Council Approval, if required December 2022 M/WBE Requirement All applicants shall note that it is the policy of the City of Fort Worth to ensure the full and equitable participation of Business Equity Firms (M/WBE) in the procurement of goods and services. If the total dollar value of a contract (Professional Services Agreement), awarded pursuant to this RFQ, is greater than $100,000, then a Business Equity Firm subcontracting goal may be applicable.
