This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary acquisition planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought announcement or any follow up information requests. Respondents will be notified upon request following the sources sought evaluation results. The U.S. Army Corps of Engineers (USACE) - Tulsa District (SWT) is conducting market research for an anticipated complete turn-key repair of the existing speed increaser at Webbers Falls Powerhouse, Oklahoma. This will likely be a Design-build contract, and the intent is to solicit proposals on or about June 2025. The type of set-aside decisions to be issued will depend upon the responses to this Sources Sought announcement and associated market research. The work to be performed includes design, fabrication, testing and installation of a complete new gear set, base rings, shrink rings, shrink lock rings, nuts, bolts, gear keys and related components as specified. The gear set consists of one low-speed bull gear, two low-speed pinions, two high-speed gears and one highspeed pinion. Disassemble, inspect, and reassemble the speed increaser with new gears, pinions and other components. Work also includes the disassembly, cleaning, inspection and reassembly of the Falk speed increaser gearbox. Additionally, the contractor shall provide final machining of the existing low-speed gearset blanks (one low-speed bull gear and two low-speed pinions) that are currently onsite. This includes crating and shipping of the existing blanks to the final machining facility, machining of the gear and pinion blanks, fit-up testing, verification and inspection of the new gearset, and return shipping to the Webbers Falls Powerhouse. The purpose of this Sources Sought is to gain knowledge of the interest, capabilities and relevant experience of all business size standards to provide construction for work assigned to USACE Southwest Division (SWD) as well as USACE national initiatives, international and interagency support. The Government must ensure there is adequate interest and competition among the potential pool of responsible firms. Interested Small Business, Section 8(a), Historically Underutilized Business Zones (HUBZone), Woman Owned Small Business (WOSB), Service-Disabled Veteran Owned Small Business (SDVOSB) Concern, and Large Businesses are highly encouraged to respond to this Sources Sought. The total contract capacity is estimated between $5,000,000.00 and $10,000,000.00. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
