The County of Riverside Purchasing on behalf of the Facilities Management Department (FM), is soliciting quotations for scheduled maintenance for septic tank pumping and power washing services from existing septic and grease holding tanks. Each location is unique, and the service required will vary and shall include and not be limited to standard regular scheduled maintenance services, as well as on-call services throughout the year, holidays and emergency services for the existing tanks as detailed in the RFQ. Contractor is to furnish all materials together with all work incidental thereto, required for the complete pumping, removal and disposal of septic waste from Facilities Maintenance facilities. In the event the maintenance services at additional locations is required, the County reserves the right to add locations of a similar nature to those sites detailed in this RFQ to the awarded contractor's current agreement. Bidders are advised that certain inconveniences may be encountered. The work shall be so planned and executed in such a manner as to keep disruption of use to a minimum. Complete cooperation between the bidder and the County will be necessary to expedite the work with the least amount of interference or delay. No portion of the work shall begin without the bidder giving notice and obtaining approval from the County. Scheduled preventative maintenance, including landscaping, and repair of irrigation and sprinkler systems is considered a public works project according to California labor code 1771 and subject to prevailing wage requirements, compliance monitoring and enforcement by the California Department of Industrial Relations (DIR). The awarded bidder shall comply with all applicable provisions of the California State Labor Code regarding prevailing wages, Department of Industrial Relations Division of Apprenticeship Standards Labor and other requirements, including but not limited to Labor Code Sections 1771.4, 1773.1, 1774, 1775 and 1776. No contractor will be awarded without proof of current D.I.R. registration. For the purpose of this RFQ and the subsequent service contract(s): a) Repair is defined as: The word "repair" in its ordinary sense relates to the preservation of property in its original condition, and does not carry the connotation that a new thing should be made of a distinct entity created" (Whalen vs. Ruiz (1953) 40 Cal.2d 294, 300-301, 253 P.2d 457) b) Preventative Maintenance is defined as: "Routine, recurring, and usual work for the preservation or protection of any publicly owned or publicly operated facility for its intended purposes." (PCC22002(d) ) c) There will be collaboration between contractor and project manager to determine and agree upon what constitutes a repair and what constitutes a separate public works project following CUPCCAA / DIR labor requirements. Apprenticeship programs may be required for all contracts whose aggregate amount exceeds $30,000. It is the Contractors responsibility to determine the need for such programs if awarded per compliance with applicable Labor Codes and DIR requirements. The estimated budget for the contract which will result from this solicitation is $100,000.00 per fiscal year. Bidders must have current valid registration with the Department of Industrial Relations (DIR) in order to bid on public works projects. Proof of registration will be required along with quote submittal. Inclusive cost for preventative maintenance is defined as covering all elements of the service, including travel, labor, materials, taxes, surcharges and other fees. Travel rates must be included at the applicable prevailing wage rate from the contractor's designated starting point (office, yard, etc.) to the service destination and from the service destination to the next County (prevailing wage) location or return to starting point. If contractor leaves a County location and travels to a non-prevailing wage job destination, that location will be considered the end destination. Bidder MUST include a list of the labor rates by determination and classification which will be applied for these services. Southern California / Riverside County rates should be used for all services performed. All Certified Payroll Records (CPR) shall be submitted to the DIR and County Purchasing Agent or designee who is administering the resulting contract. These records will be submitted to County at the same time they are submitted to the DIR (eCPR uploads) and shall contain the same information.
