Separate sealed bids for the construction of the Maple Avenue Wastewater Treatment Plant Aeration Blowers' Replacement will be received by the Halifax County Service Authority at Halifax County Service Authority. The principal work to be performed under this contract consists of, but not limited to improvement of the following: Removal of existing Turblex blowers #3 and #4 along with its pad, construct two new concrete pad, replacement of blower #3 with a refurbished blower provided by Owner, a new control panel for blower #3, and modifying electrical service and plant SCADA to operate new blower #3. Bids will be received for a single prime Contract. Bids shall be a lump sum basis, as indicated in the Bid Form. Bidding Documents may also be examined at the Halifax County Service Authority, 2529 Houghton Avenue, South Boston, VA 24592 on Mondays through Fridays between the hours of 9 am-4 pm. Bidding Documents may be obtained from the Issuing Office during the hours indicated above. Bidding Documents are available as portable document format (PDF) files for a non-refundable charge of $50.00 per set. Alternatively, printed Bidding Documents may be obtained from the Issuing Office either via in-person pick-up or via mail, upon Issuing Office's receipt of payment for the Bidding Documents. The non-refundable cost of printed Bidding Documents is $120.00 per set, payable to "B & B Consultants, Inc.", non-refundable. Upon Issuing Office's receipt of payment, printed Bidding Documents will be sent. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Authority nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Bid security shall be furnished in accordance with the Instructions for Bidders. A performance bond and payment bond, each in the amount of one hundred (100) percent of the Contract Price, with a corporate surety approved by the Owner, will be required for the faithful performance of the contract. Evidence of proper registration with the Virginia State Registration Board of Contractors, pursuant to Chapter 7 of Title 54 of the Code of Virginia, must be submitted with each bid. The Owner reserves the right to reject any and all proposals received, to negotiate with the low bidder, and/or to re-advertise the project for bids.
