The Department of Technology, Management and Budget ( DTMB) and in partnering with the Department of Natural Resources (DNR) is seeking proposals for a Phase 100 Study for Hazardous Materials and Structural Integrity. There are fifty-one (51) buildings, structures and shelters located at Belle Isle. This project is to perform two (2) studies with cost estimates on these buildings and structures. There are twenty-five (25) buildings / structures which will visited in a guided tour. Due to the number of buildings / structures to be visited, the tour will be split between two days. Interested firms MUST attend both meetings for their response to be considered responsive and responsible. Attendees will meet at the Belle Isle Park Headquarters, 99 Pleasure Drive, Detroit, MI 48207. The entrance is located on the west side of the building. The other buildings / structures beyond the twenty-five on the guided tour are open shelters or structures which can be visited at any time. Department of Corrections ONLY) All contractor / vendor representatives attending Preproposal Walk Through Meeting must submit a Vendor / Contractor LEIN Request form five business days prior to the meeting date (See the attached Vendor/Contractor LEIN Request Form). The email "Subject" must include (facility name, project name, date, and time of Pre-Proposal Walk Through Meeting). Depending on the project location, individuals may be required to wear masks to attend meetings and for a firm to be eligible to submit bids / quotations / proposals. Bring and be prepared to wear a mask if required upon arrival. Requirements may change at any time and any updated guidance must be followed. We believe eight (8) months are adequate to complete this double study. Each proposer is to submit their own plan. This project will comply with all codes, standards, regulations, and workers' safety rules that are administered by federal agencies (EPA, OSHA, and DOT), state agencies (DCH, EGLE, DNR, and MIOSHA), and any other local regulations and standards that may apply.
