Questions concerning the Bid should be submitted no later than 5 p.m. on Tuesday, October 11, 2022. This project consists of grinding and paving asphalt concrete digouts, traffic control, storm water pollution control and related incidental work at various locations around Marin County including: Bayview Drive, Bayview Drive S, Beach Drive, Manzanita Avenue, Crown Point Court, Fairway Drive, East Mission Avenue, Deer Park Avenue, Marin Blvd, and Montecito Road. The Contractor shall possess a valid Class A License at time of bid submittal. A Bid Bond in the amount of 10% of the total bid amount payable to the County of Marin shall accompany the Proposal. Award of contract, if awarded, will be to the lowest responsible bidder whose proposal complies with prescribed requirements, and will be within fifteen (15) days after receipt of proposals. The provisions of California Public Contract Code 22300, regarding substitution of securities for monies withheld to ensure performance shall apply to this contract. Pursuant to Public Contract Code Sections 7201 and 9203, the County of Marin shall retain 5 percent of the contract price until final completion and acceptance of the project. This project is to be advertised pursuant to Public Contract Code 22034. Wage and equipment rental rates as determined by the State of California are listed in the Department of Transportation publications entitled General Prevailing Wage Rates, issued monthly, and Labor Surcharges and Equipment Rental Rates, issued semi-monthly. The U.S. Department of Transportation (DOT) provides a toll-free hotline service to report bid rigging activities. Bid rigging activities can be reported Mondays through Fridays, Telephone No. 1-800-424-9071. Anyone with knowledge of possible bid, bidder collusion, or other fraudulent activities should use the hotline to report these activities. The hotline is part of the DOTs continuing effort to identify and investigate highway construction contract fraud and abuse and is operated under the direction of the DOT Inspector General.
