Demolition, site work, paving and new construction of a mixed-use development in Irvine, California. Working plans call for the construction of a 14,000-seat theater / auditorium; for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and retail development.

“The owner has determined a prequalified list of general contractors. A timeline for award has not yet been established." The City of Irvine (hereinafter referred to as the City) is requesting proposals for the operator of the Great Park Amphitheater. The term and starting date of the contract shall be negotiated during an Exclusive Negotiating Agreement with the top-rated respondent, with a Scope of Services in accordance with that which is included. Reference the attached RFQ documents for details. Q&A Deadline 12/12/2023 4:00 PM (PST) Any requests for clarification or other questions concerning this RFQ must be submitted via PlanetBids no later than the date and time specified on the cover page of this RFQ. The Great Park is the flagship of the City of Irvine's nationally-recognized park system (ranked fourth in the nation by the Trust for Public Land). At full build-out, the Great Park will include 1,300 acres of world-class recreational amenities, rivaling Central Park (843 acres), Balboa Park (1,200 acres), and Golden Gate Park (1,017 acres) in scale, quality, and visitor experience. The first 480 acres of the Great Park have already been completed, providing such offerings as the 200-acre Sports Complex, Palm Court Arts Complex, Bosque Trail, and iconic Great Park balloon. The 20-acre Wild Rivers Water Park opened in summer 2022 and is positioned to draw visitors and families during Southern California's prolonged warm-weather season. These existing amenities generated 5.7 million visits to the Great Park in 2022, and attendance will only increase as the park's boundaries expand and new features are constructed. In the coming years, a further 300 acres will be built out at the Great Park, adding key world-class metropolitan park features that include a central lake, a 20-acre programmable Great Meadow, a museum complex, botanic garden, veteran's memorial park, and a professional outdoor amphitheater venue. Exhibit A to this RFQ outlines the overall development plan for the Great Park. Regarding the amphitheater, the City of Irvine (City) is now seeking a well-qualified business entity (Operator) to oversee the management of a music and performance amphitheater (Venue) currently under design to be located at the Great Park, including food and beverage concessions at the Venue. The planned Venue will be owned by the City and is envisioned to be a world-class outdoor live entertainment space capable of seating 8,000 to 10,000, with a full concession operation. Exhibit B to this RFQ are conceptual renderings of the planned facility developed by the City's architect, Populous. The selected operator will be tasked with working with the City to finalize design efforts for the amphitheater, in addition to being responsible for all operations of the planned Venue. In addition to the permanent venue, the City is also exploring the possibility of establishing a Temporary Amphitheater (Temp) concert facility in the Great Park for the 2024, 2025, and 2026 summer seasons. While the layout of the Temp venue is still being refined, Exhibit B to this RFQ includes a possible site plan for the proposed Temp facility in the Great Park Sports Complex. BACKGROUND The City of Irvine is seeking a well-qualified Operator to oversee the management of an outdoor amphitheater of approximately 8,000 to 10,000 seats on city owned land in the Great Park. The amphitheater would provide space for concerts and private events and would be operated on a year-round basis. The amphitheater is currently under design and the timeline for the project is: a. Design (18 months): January 2024 through June 2025 b. Construction: January 2026 through Summer 2027 c. Venue Prep/First Event: Summer 2027 The facility is planned to be constructed by Summer 2027 and owned by the City, with a contracted outside operator for programming and daily operations.
