The City of Aberdeen is soliciting statements of qualifications (SOQs) from qualified firms to provide a comprehensive Building Assessment (CBA) for an existing building, located at 210 East Market Street, Aberdeen, WA (parcel # 029301001000) to extend the use of the building for approx. 10 years or more. The building is a multi-use facility containing a police department, court, and jail. It is the responsibility of firms to ensure that SOQs are received by the City on-time. Submittal Requirements: SOQs shall include the following parts. 1. Cover Letter (one 8.5x11 page maximum) 2. SOQ Body (ten 8.5x11 pages maximum) Background Provide details such as history, number of employees, locations, capabilities, etc. for each firm in the consulting team. Project Team Provide an organizational chart of the proposed consulting team and a short resume for all key people listed on the chart. Include their availability to provide services. Experience Describe the experience of the consulting team providing the services outlined in the scope. Approach Outline and describe how you intend to provide the CBA to the City. Include a schedule of milestones and tasks. References Provide a list of relevant experience and reference contacts showing past performance, timely responses to requests, high quality of work, and cost control. SOQs will be reviewed and scored by the Police Chief and the City Engineer. The three highest-scoring firms may be selected for phone or in-person interviews to determine the final selection. Scoring criteria: Background10 points Project Team25 points Experience25 points Approach25 points References15 points The team must perform inspections and assessments of the building condition and prepare a CBA to be delivered to the City. The building is publically owned. The CBA will be used to gauge the costs to upgrade and repair the existing building. The scope of the inspections and assessments shall include but will not be limited to: Structural Inspection & Assessment Foundations Roof Structure and condition Geological risk, soil conditions Electrical Inspection & Assessment Service to Building Interior Wiring, Outlets, Light Fixtures, Etc. Electrical Panel Mechanical Inspection & Assessment HVAC System Plumbing Architectural Cost to repair based on assessment It is recommended that potential firms set up a time to visit the site to have a better understanding of the scope of work. It is the City of Aberdeens policy to assure that no person shall, on the grounds of race, color, national origin or sex, as provided by Title VI of the Civil Rights Act of 1964, be excluded from participation in, be denied the benefits of, or be otherwise discriminated against under any of its federally funded programs and activities. The consultant will be held to the Citys ADA language. The City of Aberdeen in accordance with Section 504 of the Rehabilitation Act and the Americans with Disabilities Act commits to nondiscrimination on the basis of disability in all of its programs and activities.
