Renovation of a municipal facility in Renovo, Pennsylvania. Working plans call for the renovation of a municipal facility.

The Greater Renovo Area Heritage Park (GRAHP) will receive sealed bids for roof repair / replacement Renovo Heritage is requesting the following repairs to ensure the structural stability and weather proofing of the 3rd floor ceiling/ cupola. The Maxwell Building (Building) is an unoccupied four-story brick building which had many uses over the past 100+ years such as a hotel and funeral home. The building currently is experiencing water damage on the 3rd floor due to structural loading from a previously installed roofing modification which is covered the original flat roof and cupola. The previously installed roofing modification is putting structural pressure on the 3rd floor cupola, which in turn is causing structural deformation of the original roof joists and joist connections at the load bearing exterior walls. Renovo Heritage is requesting the following repairs to ensure the structural stability and weather proofing of the 3rd floor ceiling/ cupola. o Temporary support of the existing cupola structure to provide short term construction support. The temporary supports may remain in place. o Removal of shingles with proper disposal of debris o Removal and disposal of the additional roofing modification above the cupola to expose the original roof structure o Repair damage to original roof, parapet wall, and cupola due to the water damage and pressure from roofing modification o Repair cracked, stressed, or damaged ceiling/cupola beams and joist in original 3rd floor roof due to damage and pressure from the roofing modification. o Rehabilitate the original roof on 3rd floor ceiling/cupola with EPDM rubber roofing membrane, installed in accordance to the International Building Code and ASTM requirements o Replace 2 drains in original roof with scuppers, draining directly through parapet wall o Clean and demobilize from the site in accordance to direction from Renovo Heritage. A certified check payable to the order of Greater Renovo Area Heritage Park or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid. In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the contractor must establish a 3% goal for female participation and a 5% goal for minority participation in his/her aggregate on-site construction workforce for contracts in excess of $10,000. GRAHP is utilizing federal funds for this project, and has adopted Minority and Women Business Enterprise (MBE/WBE) in accordance with Executive Orders 11625, 12138, and 12432 and a Section 3 Action Plan in accordance with Title 24 Part 135 Code of Federal Regulations. As such, the bidders/offerors must submit documentary evidence of minority and women business enterprises and Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid. Successful bidder shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more. The Section 3 Action Plan applies to contracts of $100,000 or greater and requires the contractor to strive to meet the minimum participation level of 10% of the contract amount to be awarded to Section 3 business concerns, and 30% of all new hires shall be Section 3 residents. GRAHP, in accordance with its Section 3 Action Plan, may provide a bid preference to a bidder who is a Section 3 business concern. MBE/WBE and Section 3 business concerns shall be afforded full opportunity to bid without discrimination. Davis-Bacon and Related Acts apply to this Project. CLARIFICATION DEADLINE 10/21/2022 4:50 PM Bids may be held by GRAHP for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. GRAHP reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts. The Greater Renovo Area Heritage Park (GRAHP) property located at 532 Erie Avenue, Renovo, PA 17764 requires roof and building repairs.
