Each General Contractor must submit the Contractor Responsibility Certification a minimum of five (5) business days before the specified bid submission deadline, to receive permission to submit a bid. The General Contractor must also include a list of qualified subcontractors along with its Contractor Responsibility Certification to be submitted no later than five (5) business days before the specified bid submission deadline, and has the option to include the required Subcontractor Responsibility Certifications at that time or submit the required Subcontractor Responsibility Certifications upon receiving of a Notice of Award. This project will require payment of Pennsylvania prevailing wages. A 10% Bid Bond, a Labor and Materials Payment Bond and a Performance Bond are required. There is a requirement that all craft labor have completed a 10-hour OSHA training course. There is a strong desire to include contractors based in Delaware County. It is the intention of the DCIDA to Award the Contract no later than (15) business days. All bids submitted must remain valid for 150 days following submission. Award of Contract will be to the lowest responsible bidder, but DCIDA reserves the unqualified right to reject any or all bids and to waive any informalities.
