Installation of Intelligent Transportation Systems Between Milepost 9.7 and Milepost 99.4 and Milepost B-15.8 and Milepost B-30.6 and Milepost G-1.8 and G-12.5 and M-4.5 and M-38.6 in Lawrence, Beaver, Allegheny, Westmoreland, Fayette, and Washington Counties This project provides for the necessary labor, material, equipment and work to install Twelve (12) completely functional Dynamic Message Sign (DMS) Systems, Twenty (20) completely functional Closed Circuit Television (CCTV) systems, One (1) Roadway Weather Information System (RWIS), and furnishing and installation of foundations, structures, power, and communication conduit and wiring. All DMS, controllers and DMS cabinets will be supplied by the Commission. Also included are guide rail installation, erosion and sedimentation control and Maintenance and Protection of Traffic required to construct the ITS devices and network. Work items include, but are not limited to: 12 EA Install Full Color Full Matrix DMS Type 1, Centermount 12 EA Centermount DMS Sign Structures 3,425 LF Guide Rail 7 EA Permanent Impact Attenuating Devices 38,435 LF HDPE Conduit, various sizes 18,755 LF Micro-duct Conduit, various sizes 23,325 LF Single Mode Micro-Fiber cable, 24 strand 37,720 LF Trench and Backfill, various types 2,395 LF Directional Boring 187 EA Junction Boxes, various types 85 LF Drilled Caisson Construction in soil 59 LF Drilled Caisson Construction in rock Milepost 9.7 is located at the New Castle Interchange, Exit 10, and Milepost 99.3 is located approximately 8.3 miles east of the Donegal Interchange, Exit 91. Milepost B-15.8 is located approximately 0.5 miles west of the Mount Jackson Interchange, Exit B17, and milepost B-30.6 is located approximately 0.9 miles west of the Chippewa Interchange, Exit B31. Milepost G-1.8 is located approximately 1.2 miles north of the Arona Rd Interchange, Exit G1, and milepost G12-5 is located at the Bouquet/Forbes Rd Interchange, Exit G-12. Milepost M-4.5 is located is located at the Smithfield mainline toll plaza and milepost M-38.6 is located approximately 0.6 miles south of the Charleroi Interchange, Exit M39. The overall project work takes place in Lawrence, Beaver, Allegheny, Westmoreland, and Fayette Counties, Pennsylvania. An electronic bid bond, from an approved vendor, with corporate surety, in the amount of five (5%) percent of the bid must be submitted with the proposal as bid security. The bid security of the three (3) low bidders will be retained until the execution of the contract. (The normal time for execution of the contract is approximately four [4] weeks.) A Prequalification Certification and Applicable Capacity Rating assigned by the Prequalification Office of the Pennsylvania Department of Transportation is a necessary prerequisite for bidding on this project. The opening and listing of bids not meeting all the terms and conditions of the bid advertisement or bid procedures does not act as a waiver or modification of any requirements contained in the bid advertisement or bid procedure. The Provisions of the Pennsylvania Prevailing Wage Act of August 15, 1961, P.L. 987, as amended, together with the rates and regulations promulgated by the Secretary of Labor and Industry applicable thereto, shall apply to this contract.
