Site work and renovation of a civil project in Waxahachie, Texas. Conceptual plans call for site work for a water / sewer project; and for the renovation of a water / sewer project.

Task 1: Project Management Services Develop a Project Management Plan to define procedures and processes used to successfully control the project through all phases. The Project Management Plan shall be submitted at the beginning of the project. Share, manage, and store all project-related documents on TRWD's project portal site. Provide management services consistent with the Project Management Institute (PMI) guidelines, including but not limited to: Develop and/or implement a Quality Assurance and Quality Control (QA/QC) plan that addresses how the quality of information will be managed before incorporating it into the design, and how each deliverable will be reviewed. Submit the plan at the beginning of the project. Only submit documents that have been reviewed according to the plan. Prepare a project schedule in Microsoft Project format. Base the schedule on the dates in this RFSOQ, but advise TRWD of the costs and benefits of other durations. Submit a baseline of the schedule and update schedule at all phases and as often as necessary to be meaningful. At a minimum, the schedule should include: monthly meetings, 60% preliminary design, 90% and final design, procurement, construction, and startup. Include two weeks for TRWD to review each deliverable. Based on the fee and the proposed schedule, submit a spending plan that can be compared to the earned value and actual cost to indicate that the project is on track. The spending plan will also be given to TRWD's Finance Department to plan for cash flow. Submit a status report with each invoice that indicates work completed and the value of the work completed based upon the fee estimate. Indicate upcoming tasks and include tasks that TRWD will need to perform to assist with project development. Hold meetings as needed to interact with TRWD and other consultants. At a minimum hold a kickoff meeting, a design review meeting for each submittal, and monthly meetings, including consultant coordination meetings, as needed. Issue agendas at least two business days in advance of the meeting. Take notes, review action items, and distribute minutes within two business days after each meeting. Prepare and maintain an Opinion of Probable Construction Costs (OPCC). Prepare a conceptual OPCC during the scoping phase. Update the OPCC at each design milestone, and at other times that are appropriate during design, with corresponding quantities, prices, and contingencies. Task 2: Preliminary Design Review Evaluate the RC3L site for any issues or obstacles Visit the site, review data, and conduct interviews with District personnel. Develop process & instrumentation diagrams (PIDs) to clearly communicate the systems be designed. Coordinate normal and contingency operational requirements with TRWD. Determine design requirements for demolishing the original hydraulic accumulator system and installing the OFE self-contained actuator and all connections. Determine design requirements to replace existing SE Quantum PLC and I/O hardware with M580 PLC and I/O to include wiring connections (power and controls). Utilize three dimensional models, which can produce two dimensional plans, to layout the physical spaces to install, access, operate, maintain, and remove all pipe and equipment that will be allowed in the Specifications. Prepare a 60% drawing submittal set that meets the permitting needs, within the timeframe identified in Section 4. Task 3: Final Design Documents Prepare a 90% OFE package for the actuators. Prepare an Issued for Bid submittal for the actuators that incorporates TRWD's comments on the 90% set. Prepare a 90% submittal set that incorporates TRWD's comments on the 60% drawing submittal and any changes that were required to obtain the permits. Also include the 90% Specifications and the proposed Bid Form. Prepare a final design not-for-construction (NFC) submittal that incorporates TRWD's comments on the 90% set. Prepare an Issued for Bid submittal that incorporates TRWD's comments on the NFC submittal. Task 4: Procurement Phase Services for the OFE Package and the Construction Package Assist TRWD in answering questions and, as necessary, issue addenda to clarify the design documents. Prepare a "Conformed" submittal that incorporates the changes made during the procurement phase. Task 5: Construction Phase Services Attend construction meetings, starting with the kickoff meeting, and make periodic site visits to confirm construction is generally in line with the Contract Documents. Review submittals (shop drawings, request for information, etc.) as necessary to provide continuation of the design concept into construction. Prepare a punch list of items required to achieve Substantial Completion. Prepare a "Record Drawings" submittal that incorporates the changes that were made during construction. The Engineer shall provide assistance during the initial startup, integration, and optimization of the new equipment and facilities included in the Project Prospective offerors must register with the Procurement Website as a plan holder, even if bidding documents are obtained from a plan room or other site. All official notifications, addenda and other documents will be offered only through the Procurement Website. Forms obtained from any source other than the District may be incomplete and bidders risk not receiving necessary addenda, or other required documents causing bid to be considered non-responsive, and eliminating the SOQ's from award. The District will not be responsible for the completeness, accuracy, or timeliness of the final bid documents obtained from other sources. The deadline to ask questions is 10/21/2022 4:30 PM CST Questions are to be submitted using the Question and Answer process on the Procurement Website. Response to questions posted on the Procurement Website will be posted on the website by the District for the benefit of all bidders. A response will be given for questions submitted by end of day on October 21, 2022. The method of contractor selection has not been determined at this time
