Site work and paving for a road / highway in Roxboro, North Carolina. Conceptual plans call for site work for a road / highway; and for paving for a road / highway.
For any questions regarding this Request for Qualifications, please contact the Planning Development Department at planning@cityofroxboro.com. All questions shall be submitted no later than 1:00pm on November 1, 2022. If necessary, an addendum with questions and answers will be published to the City's website by 5:00pm on November 4, 2022. This project aims to investigate basic, current conditions of the Uptown Business District and propose a detailed streetscape improvement plan, which will provide for increased pedestrian access and safety, increased utilization of public space, and enhanced beautification. The identified project area will include all of the Uptown Business District, which spans Main Street and Lamar Street between Morehead Street and Barden Street, all of Court Street, all of Abbitt Street, and portions of Gordon Street, Foushee Street, Reams Avenue, and Depot Street. Some portions of the identified project area are under NCDOT maintenance. Submittals should take into consideration coordination needed with NCDOT for any proposed improvements to these areas. Submitting firms will be expected to complete a basic analysis of existing conditions in the project area, utilizing any available information from the City and other agencies that may expedite and/or reduce cost for the analysis process. Submitting firms should plan to outline in their proposal any opportunities for information acquisition that will expedite the analysis process. Upon completion of the existing conditions evaluation, the submitting firms should be prepared to develop a comprehensive plan for improvement that will result in a phased plan for construction. Preference will be given for submittals that include the ability to prepare complete construction documents for at least the first phase of the construction process. The core of the Uptown district, which includes Main Street and Lamar Street from Reams Avenue to Gordon Street, and all of Court Street and Abbitt Street, is the first priority for construction. Submitting firms should focus efforts to prioritize the core of the district over the gateway areas on the periphery. Elements that must be included in the comprehensive plan are landscaping, parking, crosswalks, outdoor seating, historic preservation, multi-modal transportation consideration, utility improvements, and other related infrastructure improvements. Additional elements for consideration may be included by the firm, as identified through the analysis process. The development of the comprehensive plan will include site investigation, public input, and coordination of multiple professional disciplines. It is the intention of the City of Roxboro to utilize virtual meeting/public involvement opportunities, as possible, and to capitalize on existing data/information when able. This project is time sensitive due to the nature of the funding and desire to submit the project for additional rounds of funding. If the submitting firm is able to include funding acquisition assistance as a part of their planning process, please designate in the RFQ submittal. It is anticipated that the following consultant services may be required to complete this plan development process; Survey Work, Landscape Architecture, Urban Planning, Civil Engineering, Geotechnical Engineering, and Environmental Assessments. If other services are recommended by the submitting firm, they should be outlined in the RFQ submittal. The method of Contractor Selection has not been Determined at this time.
