The purpose of this Request for Proposal (RFP) is to obtain mixed municipal solid waste (MSW) hauler (Contractor) and supportive Resource Management (RM) services to assist Dakota County (County) in its efforts to efficiently and effectively manage MSW generated at 14 County facilities, Parks, and potential future facilities, for a period of three plus years. Hauler services include providing for MSW collection, transportation, and delivery and RM services include tracking progress and planning and implementing changes for improved waste management. The selected contractor will provide services within the South Zone of Attachment A - Map from February 1, 2023 - March 31, 2026. All inquiries about this RFP must be made in written form and submitted via email to Jerry Berge, Dakota County Facilities Management at Jerry.Berge@co.dakota.mn.us. All questions must be received by October 24, 2022 at 4:30 p.m. Responses to all questions submitted via email will be posted on the Dakota County site by October 26, 2022 by 4:30 p.m. The identity of persons who submit questions will be kept confidential. Contemporaneous with the execution of this Contract, Contractor shall provide both a Performance Bond and a Payment Bond for the County, in accordance with the requirements of Minn. Stat. 574.26 (work and labor over $100,000). Each bond shall be in an amount equal to or greater than the Contract amount. The Performance bond shall be for the use and benefit of the County to complete the Contract according to its terms. The Payment bond shall be for the use and benefit of all persons furnishing labor and materials to perform the Contract. Dakota County reserves the right to reject any Proposal if the evidence submitted by, or investigation, of such contractor fails to satisfy Dakota County that such contractor is properly qualified to carry out the obligations of the contract. Dakota County reserves the right, in its sole discretion, to enter into negotiations with one or more contractors.
